<br />6./J- ¿ <br /> <br />Subsequently, an Amendment (No.1) to the May 2004 FTB agreement was approved in <br />January 2005 to include the block of Broadway between Middlefield and Hamilton (the Fox <br />block). This amendment increased the budget by an additional $93,547. <br /> <br />Since that time, FTB has been working on the documents. At the 75% document <br />completion stage, a preliminary budget was developed by the developer's team (BHV <br />Innisfree Companies and the general contractor for the project, The Wentz Group). This <br />estimated cost for construction of the improvements as designed was significantly over the <br />City/RDA's and Developer's combined $3.5M (City's portion $2.2M and Developer's <br />$1.3M) budget for the streetscape project. A first round of value engineering (VE) was <br />performed and it was agreed that the most significant cost savings could be realized by <br />changing the proposed granite pavers to another less expensive but similar textured paver <br />(the Hanover paver). This change was incorporated into the 100% construction <br />documents which went out to bid on June 10, 2005. <br /> <br />The bids for the 100% documents again came in significantly over the project budgeted <br />amount. A second round of VE was undertaken. This process is still underway. A third <br />alternate paver is being considered as are other modifications to the design. When this <br />work is complete, staff will bring before the Council and Agency Board several options for <br />design modifications and costs for your consideration. <br /> <br />In addition to the VE effort to reduce the cost of streetscape improvements, additional <br />design services were performed to incorporate modifications to the existing traffic signal at <br />the intersection of Broadway and Jefferson and Middlefield and Jefferson: restripe <br />Jefferson Avenue from four (4) lanes to two (2) with a center left turn lane; redesign the <br />Fox block portion of Broadway; and incorporate other design issues. <br /> <br />In order to fully develop the options for design modifications and costs, the FTB agreement <br />needs to be amended to increase the total budget by $202,382. The additional budget is <br />needed for this VE and redesign effort because it was not included in the original scope. <br />The total value of FTB's contract for the downtown streetscape project increases to <br />$1,008,503 upon approval of this Amendment for $202,382. Attached please find Exhibit A <br />with the costs for this amendment including both the first and second rounds of VE and <br />redesign and an allowance for completion of final documents. <br /> <br />Alternatives <br />1. Do not authorize the City and the Agency to move forward with Amendment No.2 to the <br />agreement, in which case the additional VE and revised documents could not be <br />completed. <br />2. Direct staff to seek alternative solutions. <br /> <br />Fiscal Impact <br />The estimated cost of completing the value engineering, additional design services, and <br />final construction documents is $202,382. This is significantly less than the potential <br />savings that will result from the value engineering and redesign efforts.
