From the City Manager <br /> <br />September 12, 2005 <br /> <br />Subject <br />Building Permit Fees <br /> <br />Recom mendation <br />Adopt the Fee Schedule for Building and Miscellaneous Permits by resolution at the conclusion <br />of the Public Hearing <br /> <br />Background <br />On or about August 26, 1996, the City Council adopted Resolution No. 12883 which adopted <br />procedures and a fee schedule for building and miscellaneous permit fees. The current building <br />permit and plan review fees are insufficient to cover the costs of the city in providing these <br />services. Furthermore, the data from the January 28,2005 Redwood City Development Fee <br />Study by the Coro Fellows indicates that Redwood City building permit and plan review fees are <br />generally lower than the other six comparison jurisdictions. This fee proposal was presented to <br />the Council Revenue Subcommittee on March 31, 2005. The subcommittee recommends <br />adoption of the fee schedule and recision of Resolution No. 12883. These general fee increases <br />were discussed during the budget hearing. The council gave direction for the staff to come back <br />with specific recommendations. <br /> <br />The following new fees and anticipated revenues are proposed in the attached resolution: <br /> <br />1. Fire, Planning, Engineering Plan Review <br />2. Stormwater Protection Inspection <br />3. Adjustments to current fee table <br />Total <br /> <br />$130,000/ year <br />45,000 <br />20,000 <br />$195,000/ year <br /> <br />The Fire, Planning, Engineering Plan Review is a new fee for Redwood City. Currently, these <br />groups review building permit plans without a separate charge to the applicant (see Attachment <br />C for analysis of cost to provide plan review). Five of the six comparison jurisdictions from the <br />Coro Fellows study charge a similar fee ranging from 40% to 87% of the building permit base <br />fee. The proposal is 30% of the base fee. <br /> <br />The Stormwater Protection Inspection is a new fee for Redwood City. The Engineering and <br />Building Inspectors are required to inspect all construction sites to ensure stormwater protection <br />systems are in place. A re-inspection is required whenever Redwood City receives more than <br />0.25 inch of rain in a storm. Two of the six comparison jurisdictions from the Coro Fellows study <br />charge a fee related to storm drainage protection. See Attachment C for analysis of cost to <br />provide this service. <br />
