/:IZ There are several adjustments to the current Building Permit Fee Schedules (see attachment A for proposed changes). These changes would increase fees $20,000 annually. Attachment A shows that nine of the fourteen proposed adjustments are within market range. Additionally, three of the proposed changes were found only in one or two other jurisdictions, but are comparable to their fees (see Condominium conversion and Sidewalk/Driveway permit fees in Attachment A). Tables 1-A through 1-0 were last adjusted by Council Resolution in 1996. For more detailed market comparison, see Attachment B. Alternative 1. Adopt the proposed fee schedule with revisions recommended from the public hearing. 2. Not adopt the proposed fee schedule, keeping current fees in place. Fiscal Impact The proposed fee schedule will generate approximately $195,000 additional revenue. The State law limits the total user fees collected by a jurisdiction to the cost of providing development services. Staff reviewed data from prior years and developed proposed fees which will recover some of our costs for plan review and stormwater protection inspection. With these recommended fee adjustments, permit revenue will not exceed the cost of providing development services. Attachment C summarizes the building permit fees and costs. The proposed fees are a 14 percent increase in the current fee schedule, which was adopted in 1996.
