He read <br />the first page of changes on Main Street that illustrated the need to rethink about <br />wanting Main Street and not the entire downtown becoming part of the arts <br />district. His opinion is that we should not be looking at just Main Street as the <br />arts district. He stated his belief that the downtown can be developed one <br />building at a time and does not need to be done one block at a time and asked <br />that the constraint be considered so that it does not affect the ultimate goal. <br /> <br />Adrian Brandt stated that the public needs to have access to the information <br />Council receives. <br /> <br />Michael Freedman closed with the comments that there are requests for <br />additional data, questions of legality, being too controlling or not controlling <br />enough which are very important issues. He asked for consideration of whether it <br />is really time to go to Study Session No.4 for a presentation on streets, rail and <br />traffic. He posed consideration of another similar session where the information <br />requested is brought back, consider some of the citizens' issues and, <br />particularly, the detailed and sophisticated level rather than the level of vision of <br />questions and discussion. <br /> <br />Consensus was to receive back the information requested at this session, the <br />desire for any maps or graphs and a written narrative in advance of the session. <br /> <br />Mayor Ira summarized that the next session should begin with framing of the <br />discussion, give the top three things that will make a success, and give the top <br />three things to avoid. <br /> <br />Recommendation: <br />This was the third study session on the Downtown Precise Plan. The earlier <br />meetings were held on June 13 and August 8, 2005. The original intention had <br />been to use this August 22, 2005 meeting to discuss Infrastructure: Parking; <br />Transportation - vehicular transportation and transit facilities. <br /> <br />MIS Foust/Aguirre to adjourn the Planning Commission and Architectural Review <br />Committee joint study session.
