<br />.s: ¡¡e:--I <br /> <br /> <br />September 12, 2005 <br /> <br />Subject <br />Maintenance Agreements with Other Jurisdictions <br /> <br />Recommendation <br />By Motion, authorize the City Manager to enter into agreements with other jurisdictions <br />within the San Mateo Countywide Stormwater Pollution Prevention Program (STOPPP) <br />area to provide annual catch basin and inlet cleaning services. <br /> <br />Background <br />Several of the surrounding jurisdictions within San Mateo County have experienced budget <br />reductions that have resulted in reduced staffing or equipment. This has impacted the <br />ability of some jurisdictions to perform the annual storm drainage system cleaning <br />mandated by the San Mateo Countywide municipal National Pollutant Discharge <br />Elimination System (NPDES) permit. Three local jurisdictions, the cities of Half Moon Bay, <br />City of Menlo Park and the Town of Atherton have requested assistance from the City of <br />Redwood City in meeting the permit requirement. <br /> <br />The Town of Atherton with its small staff does not possess the type of equipment needed <br />to remove debris and sediment from catch basins and inlets. Service to Atherton is <br />minimal, usually involving the cleaning of approximately three to six catch basins / inlets <br />per year. Compensation for work performed for the Town of Atherton will be billed against <br />an Atherton-initiated purchase order of less than $10,000. <br /> <br />Similarly the City of Menlo Park does not own the equipment needed to perform the <br />clearing and removal of vegetation, sediment and debris from their stretch of Atherton <br />Channel. Stormwater runoff from Menlo Park and the Town of Atherton empties into the <br />Bay Front Canal in Redwood City's jurisdiction where its flow to San, Francisco Bay is <br />controlled by tide gates maintained by Redwood City. The scope of services with the City <br />of Menlo Park is more extensive and involves the removal of sediment, debris and <br />vegetation from the portion of Atherton Channel that lies within Menlo Park city limits. <br /> <br />Redwood City first entered into an agreement with Menlo Park to perform this service in <br />2002. For many years prior, Public Works Services was forced to handle debris flow from <br />Atherton Channel on an emergency basis, usually during heavy storms, when floating <br />debris threatened to jam the tide gates at the end of the Bay Front Canal. During those <br />years, Redwood City would send letters forewarning the City of Menlo Park of potential <br />liability and consequences offailure to clean the channel each year. Following a season of <br />periodic flooding from the Channel within their jurisdiction, Menlo Park approached <br />Redwood City about performing this service. Menlo Park obtains all regulatory agencies' <br />permits for this activity prior to the start of work. The agreement with Menlo Park is <br />generated by that city and will be for the not -to-exceed amount of $24,000. <br />
