<br />~ I F- ~ <br /> <br />Performing this maintenance function for Menlo Park and Atherton reduces the need for <br />emergency response by Redwood City PWS crews during the rainy season. <br /> <br />The City of Half Moon Bay has experienced similar budgetary woes as other jurisdictions in <br />San Mateo County. Redwood City Storm Drains Maintenance Section has been asked to <br />provide services to the City of Half Moon Bay, removing sediment and debris from its catch <br />basins and inlets before the start of the rainy season. Using Redwood City equipment, a <br />two-member Redwood City crew will perform these services. We anticipate that all work <br />will be completed in approximately two to three weekend periods of two days each <br />(Saturday and Sunday). A City of Redwood City agreement prepared by the City Attorney <br />sets the terms and conditions for the work performed for the City of Half Moon Bay. <br /> <br />The City of Half Moon Bay will provide the disposal site for all spoils and handling of any <br />potentially hazardous materials, if present. Half Moon Bay will also provide a secure place <br />for our crew to clean and park equipment in their Corp Yard during each weekend work <br />period. <br /> <br />All work for other jurisdictions is performed and tracked on an hourly billing basis utilizing <br />full cost recovery rates based on the current approved budget. The work is done after <br />regular work hours. In all cases, Redwood City will provide a report to each jurisdiction that <br />covers performance time, amount of waste removed, and any problems encountered. The <br />reports will provide each jurisdiction with the information needed for compliance with <br />NPDES permit requirements. Prior to the City Manager signing, all proposed agreements <br />with other jurisdictions will be reviewed and approved by the City Attorney's Office. <br /> <br />Alternative <br />Redwood City could decline to provide these services. However, in the case of Atherton <br />and Menlo Park, this is a preventive maintenance activity that lessens the chances for <br />emergency response by Redwood City at or near the Bay Front Canal tide gates, during <br />the rainy season. Work for City of Half Moon Bay primarily supports the Countywide <br />stormwater pollution prevention program to meet the regulatory mandates in the <br />Countywide municipal National Pollutant Discharge Elimination System (NPDES) permit <br />and a "mutual aid" type assistance to a neighboring city in need. <br /> <br />Fiscal Impact <br />There is no fiscal impact to Redwood City.
