AB 1823 <br /> <br /> SUMMARY <br /> <br /> WHOLESALE REGIONAL WATER SYSTEM SECURITY AND RELIABILITY ACT <br /> <br />SECTION I - FINDINGS <br /> <br />These findings arc intended to substantiate thc "statewide concern" with thc San Francisco <br />regional water system which justifies state statutory regulation of a charter city's operation. <br /> <br />Thc findings also reflect the "general law" nature of the bill, i.e., the applicability of most of its <br />provisions not only to San Francisco, but to other similarly situated "regional wholesale water <br />suppliers." <br /> <br />SECTION 2 - ENACTS NEW DIVISION OF WATER CODE - THE "WHOLESALE <br />REGIONAL WATER SYSTEM SECURITY AND RELIABILITY ACT" <br /> <br />Section 73502: <br /> <br /> (a) Requires San Francisco to adopt, by February 1, 2003, thc capital improvement <br />program which thc San Francisco Public Utilities Commission ("SFPUC") staffhave developed <br />and presented to thc SFPUC. The program must include a schedule for completion o£ all <br />projects by 2015; with at least half being completed by 2010. The plan must be reviewed <br />periodically and updated as necessary. <br /> <br /> (b) Requires San Francisco to complete construction &nine critical projects to <br />safeguard thc 13ay Area (including San Francisco) against cutoffs o£watcr after an earthquake or <br />other catastrophe. <br /> <br />Section 73503: <br /> <br /> (a) Requires San Francisco, in consultation with BAWUA and local county Offices <br />of Emergency Services, to prepare an emergency response plan to restore water service after an <br />earthquake. <br /> <br /> (b) Requires San Francisco, and all other regional wholesale water suppliers, to <br />distribute available water during any interruption in supply to all customers on an equitable <br />basis. <br /> <br />Section 73504: <br /> <br /> (a) Requires San Francisco, and all other regional wholesale water suppliers, to report <br />annually to the Legislature and California Department of Health Services ("DOHS") on progress <br />in securing supplemental, back-up supplies for drought protection. <br /> <br /> (b) Requires San Francisco to operate Hetch Hetchy reservoirs for water supply first, <br />rather than power production. <br /> <br /> 922908,1 <br /> <br /> <br />
