D. ~rkner concurred with councilman Royer's re~rks and <br />the money should be used for this project.c This will unify the dis- <br />trict and in no way be a charge to the rest of the city. Something <br />should be done and since this is a very good project we should do it now. <br /> <br />Councilman Floyd Granger stated that the City Council always wanted to <br />do something in this area and that something should be done since we <br />. have the funds at the present time. This in no way has been a fault <br />of the City Council because of the lack of facilities as we have never <br />had the money to do the job. He stated he was very favorable oto Coun- <br />cilman Royer's proposal. <br /> <br />Councilman Royer stated that a survey was made in this area and the <br />recreation center received top priorty. He stated that Cecil Hall who <br />made the survey had over 700 signatures and the major portion favored <br />the recreation center with a swimming pool second. <br /> <br />Bert Barrett of the unincorporated area stated that there are two comm- <br />ittees, one from the unincorporated area and one from the incorporated <br />area and the two groups have been tied together by Cecil Hall of the <br />incorporated area. When all of the facts and figures ale finalized <br />they will be presented at a general meeting to be held in the Friendly <br />Acres area. Councilman Royer said that this project is now in the <br />hands of the Park and Recreation Commission and it is up to them to <br />make a decision and recommend to the City Council. <br /> <br />Commissioner James Knecht said that this is a very worthwhile project <br />since it is not taxing the rest of the city. He questioned Councilman <br />Royer on the zoning and Councilman Royer replied that the Ampex Corpor- <br />ation wasnt proper zoning which will tie in with the present dev8lopments. <br /> <br />MSC by Commissioners James Knecht and Stanley Sugarman that the Park <br />and Recreation Commission recommend to the City Council that they app- <br />rove the Friendly Acre proposal as presented by Councilman Royer and <br />negotiations be made with the Elementary School District for a site <br />on the Taft School grounds. <br /> <br />City Manager James E. Neal strong ley supported the project. <br /> <br />City Manager James E. Neal addressed the members of othe Park and Rec- <br />reation Commission and said that he was preparing a capital projects plan <br />to submit to the City Council. He said that he felt there was a definite <br />need for a multi-purpose building to take care of the Fun after Fifty <br />group, square dancing and other types of recreation activities. He <br />was concerned as to whether an addition to the Veterans Building would <br />be feasible to handle these activities and it was his thinking that a <br />multi=purpose was the need at this time. <br /> <br />Commissioner Alyn Beals stated that the Commission made a recommendation <br />on the Master Plan for the Baird Property. He noted that any addition <br />to the Veterans Building will not benefit the Recreation Department. He <br />also stated that money has been the problem for a building. <br /> <br />City Manager James E. Neal said the staff feels the need for a multi- <br />purpose building on the Baird Property and that he has instructed the <br />staff to have a rendering prepared and submitted to the Park and Rec- <br />reation Commission and then on to the City Council. <br /> <br />Councilman S. D. Herkner said he was luke warm on a small building and <br />we should build a building to take care of the recreation needs. <br /> <br /> <br />281 <br /> <br />
