Mr. Williams told of meeting ,he <br />had attended wherein principal subject was discussion of lease <br />for Howard Leahy (yacht sales). Mr. Williams said the next meet- <br />ing was set for Tuesday, May 9th. <br /> <br />4 - FISHING PIER - ALFRED MORTON: Mr. Morton said that if Council <br />approves his Marina budget request for this item that pier could <br />be built during coming year. <br /> <br />5 - CITIZENS I COMMITTEES - BOB WHITMORE: Chairman Whi tmore urged <br />continuance of Citizens' Committees and the vital need of contin- <br />uing towards goals stressed in the Winans Report and the Park and <br />Recreation Element to the General Plan: suggested some revisions <br />of committees: the value of citizen help in improving and securing <br />presently needed facilit~es as well as land acquisition projects <br />needed now and for the future. Mr. Whitmore cited the projected <br />population of 175,000 by the year 2,000 and the commission's re- <br />sponsibility to look to the future as well as at the present: <br />suggested that parks and recreation should be the biggest and most <br />vital aspects of city planning: that the Citizens' Committees ~re <br />necessary and importanta in setting up a series of priorities of <br />needs in parks and recreation and in aiding in the securing of <br />funds for them, th~ough bond issue or otherwise. <br /> <br />Commissioner Arnett said a bond issue is a necessity and that the <br />Citizens' Committees co~ld have sub-committees ~of experts which <br />could delve into the background and ability of the city to float <br />a bond issue as well as advise the price tags of a bond issue. <br />, <br /> <br />Commissioner Stuart, in writing, presented a report prepared by <br />him from notes taken at the recent Park and Recreation Conference <br />at Fresno entitled "Bond Issue-Pass or Fail". He gave excerpts <br />from talks by: <br />Edwin A. Wells, Municipal Finance Consultant, Bartle, Wells <br />Associates-SF, James Rafferty, Municipal Finance Consultant, <br />Rafferty & Comapny-SF: Evans Peters, Public Affairs Consult- <br />ant-SF. <br />Mr. Stuart suggested these gentlemen be invited to Redwood City <br />to help the Citizens' Committees, and that the Commission set <br /> <br />the goal of April, 1968, for a Park & Recreation Bond Issue. <br /> <br />") <br /> <br /> <br /> <br />
