EXHIBIT A <br /> <br />SCOPE OF WORK <br /> <br />A. WORK PROGRAM AND WORK PRODUCTS <br /> <br />Task 1: Project Management and Coordination <br />The Project Director/Manager, Marty Abell, AICP, will be primary point of <br />contact for the ESA project team, and will ensure the team's responsiveness <br />to the requirements of the City. As an ESA principal, Mr. Abell will also <br />assure that the resources required to satisfy the project scope and schedule <br />are applied effectively, and will provide policy oversight, as well as technical <br />quality assurance for all submitted work products. <br /> <br /> Mr. Abell, along with the proposed Deputy Project Manager, Daniel Cohen, <br /> will oversee the preparation of all work products, monitor project progress, <br /> ensure the technical accuracy of all deliverables, prepare selected key <br /> sections, maintain the performance schedule, resolve any scheduling <br /> conflicts, monitor budget expenditures, coordinate meetings, and interact as <br /> necessary with City staff and other parties involved in the environmental <br /> documentation process. <br /> <br /> Task 2: Project Meetings and Hearings <br /> The Project Director/Manager, and other members of the project team, as <br /> appropriate, will participate in a total of as many as six project meetings with <br /> City staff, and three public heatings before the City Planning Commission <br /> and/or City Council. Project meetings may include the following: <br /> <br /> · Proiect Kick-off Meetin~ and Site Visit. At this meeting, it is <br /> anticipated that City staff and project planners will present the proposed <br /> Abbott Laboratories West Coast Research Center plans to attending <br /> members of the consultant team, and that the consultant team will be <br /> provided with all available documents relevant to the project. ESA will <br /> submit a data request in advance of this meeting to facilitate data <br /> assembly by City staff and applicant. It is proposed that this meeting <br /> include a site tour to be conducted by City staff and project planners <br /> (see Task 3). <br /> <br /> · Alternatives Meeting. The project manager and any other appropriate <br /> members of the consultant team will meet with City staff, other <br /> appropriate City personnel, and, at the discretion of the City, <br /> <br /> Abbott Laboratories West Coast Research Center EIR 3-1 <br /> <br /> <br />
