3. SCOPE OF WORK <br /> ! <br /> appropriate representatives of Abbott Laboratories to develop the <br /> alternatives to be addressed in the EIR. At this meeting, it is also <br /> suggested that ESA review with City staff the preliminary project <br /> description, impact significance criteria, and cumulative impact <br /> assumptions. Please see Section 1, Introduction, B. Project Approach, <br /> for further details about preparation of the project alternatives. I <br /> · Administrative Draft EIR Review Meeting. ESA will meet with City <br /> staff to review the City's comments on the Administrative Draft EIR, II <br /> and to resolve any remaining questions concerning the content of the <br /> Draft EIR. <br /> <br /> · Draft EIR Public Hearing. The ESA Project Manager, and other key <br /> members of the consultant team, as appropriate, will attend the public <br /> hearing or meeting on the Draft EIR to be held during the 45-day public <br /> review period. <br /> <br /> · Public Comment Review Meeting. ESA will meet with City staff, and, <br /> at the City's discretion, appropriate representatives of Abbott III <br /> Laboratories, to review the public and agency comments received on the <br /> Draft EIR, and to determine response strategies and responsibilities. <br /> <br /> ESA team members will be available to attend additional meetings and <br /> hearings on a time-and-materials basis at the City's request. These meetings <br /> could be held, for example, to conf'u'm constraints and impacts criteria; to <br /> discuss comments on the Administrative Draft EIR; and/or to address <br /> comments and revisions to the Administrative Fiaal EIR and the Draft <br /> Mitigation Monitoring and Reporting Program. <br /> <br /> As part of this task, ESA will prepare and issue a notice of preparation <br /> (NOP), as required by CEQA Guidelines Section 15082. The distribution list <br /> for the NOP will be developed in cooperation with City staff. <br /> <br /> Task 3: Preparation of Administrative Draft EIR and Initial Study <br /> <br /> The project team, with the cooperation of City staff and Abbott Laboratories <br /> representatives, will identify, assemble, and review available, relevant <br /> information relating to the project site, the proposed project, and the <br /> potentially affected environment on, and in the vicinity of, the site. This will <br /> include review of the various available project planning documents identified <br /> in the City's RFP and by City staff, as well as any additional technical <br /> studies prepared for the site. Project team members will also conduct any <br /> necessary additional site visits and field studies. This task will include <br /> review of public and agency comments received on the NOP, when the <br /> comments become available. <br /> <br /> On the basis of the available data, review of NOP comments, and field <br /> reconnaissance, the project team will identify any additional information that <br /> <br /> 3-2 Abbott Laboratories West Coast Research Center <br /> <br /> <br />
