REPOR <br /> T <br /> From the City Manager <br /> <br />February 4, 2002 <br /> <br />Subject <br />First Step Recycled Water Pilot Project - Third Season <br /> <br />Recommendation <br />By motion: <br /> 1. Approve expenditure of budgeted Capital Improvement Program funds for <br /> temporary treatment and storage improvements at the South Bayside System <br /> Authority (SBSA) wastewater treatment works, and <br /> 2. Authorize staff to execute a reimbursement agreement between Redwood City and <br /> SBSA for final agreed amount not to exceed $130,000.00, and <br /> 3. Request that SBSA establish a wholesale rate of charge for 2002, for production of <br /> recycled water to be served by Redwood City to specified irrigation water meters in <br /> Redwood Shores <br /> <br />Background <br />In 1999, in partnership with the South Bayside System Authority (SBSA) wastewater <br />treatment plant, the City Council embarked on a pilot recycled water project for landscape <br />irrigation uses in the eastern portion of Redwood Shores. Year one of the two-year <br />commitment was successfully implemented in the summer of 2000, utili7ing city-owned and <br />maintained landscape sites. The goal for year two was to add a few private properties to <br />the city sites in order to build public confidence about the safe and effective use of recycled <br />water. Additionally, continuation of in-the-field learning about water source conversion <br />from potable to recycled in Redwood Shores is important to long-term success. The Public <br />Works Services staff, with the assistance of an environmental water management <br />consultant, narrowed the second year private site candidate list to four: <br /> 1. The Pescadero Apartments (full site) <br /> 2. The Pointe Business Center (full site) <br /> 3. Governor's Bay Home Owners Association (partial site) <br /> 4. The Cove Home Owners Association (partial site) <br /> <br />Staff was able to clear two of the sites for connection to the recycled water distribution <br />system, but due to construction activities only the Pescadero Apartments were connected <br />and served dudng the 2001 irrigation season, along with the City's landscape accounts <br />east of Shearwater Parkway. There remains a high level of interest in participating in the <br />program, both from these four sites and other home owner associations in the vicinity. <br /> <br />Per original agreement, SBSA funded the initial two years of the project, which concluded <br />in November of 2001. Subsequently, the SBSA Commission adopted a policy to supply a <br />limited amount of recycled water from 2002 through 2004, provided that the City would <br />assume funding responsibility for the program and pay SBSA for the cost to produce <br />recycled water, via some sort of "wholesale" rate. <br /> <br /> 1 of 2 <br /> <br /> <br />
