Staff Is seeking Council action on three items: <br />1. Approve expenditure of budgeted Water Enterprise Capital Improvement Program <br /> funds for temporary treatment and storage improvements at the SBSA wastawater <br /> treatment plant. These improvements are identified in the final report of the Water <br /> Recycling Feasibility Study for the Redwood Shores Area from Kennedy/Jenks <br /> Consultants. They are needed 'in order to continue the First Step Project beyond the <br /> initial two years and allow SBSA to restore use of permanent facilities for wastewatar <br /> treatment that were being 'loaned" to the First Step project. Additionally, an Increase In <br /> the production amount and storage of recycled water in the period pdor to proposed <br /> permanent Improvements is required in order to meet anticipated recycled water <br /> demand. There are several cost saving, operational, and reliability benefits provided by <br /> these temporary Improvements. <br />2. Authorize staff to execute a reimbursement agreement between Redwood City and <br /> SBSA for final agreed amount not to exceed $130,000.00, per Item no. 1 above. Such <br /> agreements have been utilized in past joint projects, most recently the City-owned <br /> Redwood Shores Maintenance Facility built within the SBSA plant grounds. <br />3. Request that SBSA establish a wholesale rate of charge for 2002, for production of <br /> recycled water to be served by Redwood City to specified irrigation water meters in <br /> Redwood Shores. For 2001, the City Council established a special 'Incentive rate" of <br /> $0.00 per unit of recycled water served to First Step customers. For 2002, the SBSA <br /> staff is prepared to respond to the Council's request for a wholesale rate, which would <br /> be brought back to Council in the form of a retail rate recommendation for consideration <br /> and adoption by April 1, 2002. <br /> <br />As a residual benefit to the City for carrying the First Step Project forward, SBSA has <br />facilitated the application process for permit renewal from the State of California <br />Department of Health Services. As of this date, renewal of the permit is expected to be <br />approved quickly. <br /> <br />Alternative <br />Do not authorize expenditure and give direction to staff; in which case the request for a <br />wholesale rate would apply only to existing First Step customers, due to the hydraulic <br />limitations of the existing temporary treatment improvements at SBSA. <br /> <br />Flacal Impact <br />To date, funds have been approved and appropriated by the City Council in the Water <br />Enterprise Fund Capital Improvement Program, Recycled Water Project In the aggregate <br />amount of $1,300,000, consistent with budget objectives, of which approximately $1 million <br />Is available for the,temporary improvements and subsequent project expenditures. <br /> <br />Peter Ingram Ed Everett <br />Director, Public'Works Services City Manager <br /> <br />Attachment <br />(none) <br /> <br /> 2 of 2 <br /> <br /> <br />
