LCP amendment process that involves local governments and that ultimately results in some
finality of action. However, the author's office noted that she reserves the right to return the bill to
substantially its previous form if agreement cannot be reached. In response, the League
indicated that, once the bill is amended, we will remove our opposition and commit to working
toward a mutually acceptable solution. However, the League reserves the right to once again
oppose the bill if an acceptable compromise cannot be reached. Cities interested in participating
in the AB 640 negotiations should contact Yvonne Hunter at the League's Sacramento office.
AB 1750 (Maddox). Identification Cards. Peace Officers. AB 1750 requires the Department
of Justice to issue identification cards to certain peace officers indicating the cardholder is a law
enforcement officer, the person's employing law enfomement agency, and other information as
specified. According to the author, his intention is to minimize public safety risks related to the
presence of unauthorized personnel at the scene of an emergency. Additionally, in order for
public safety personnel to carry out their duties, it is often essential that they be in a specific
location in relation to the site of the emergency. The identification card proposed in this
legislation allows those individuals (e.g., CHP) monitoring avenues in and out of an emergency
site to identify an essential peace officer and permit or deny entrance accordingly. Staff: Natasha
AB 418 (Havice). Special Death Benefits. AB 418 was amended on January 7, 2002 from a
"spot bill" into one that would increase calculations for special death benefits provided safety
employees under the Public Employee's Retirement System (PERS) for members who died as a
result of work-related injury or illness. Under current law, special death benefit allowances for
surviving spouses are determined based on one-half of the member's final compensation. This
bill increases the amount to three-quarters of the member's final compensation. Additionally, the
bill amends PERS special death benefit allowances for surviving dependent children of an
employee killed in the line of duty. Current law provides for 25 percent for one child, 40 percent
for two children, and 50 percent for three or more children. AB 418 instead provides for 25
percent for one or more children (in addition to the increased benefit amount to the spouse of 75
percent). The Assembly Committee on Public Employees, Retirement and Social Security has
approved AB 418. Staff: Amy Brown, Status: AsApps, Position: Watch.
it was defeated by the Assembly Public Safety Committee. Staff: Amy Brown, Status: Died in
Committee, Position: Oppose.
