FUND TOPS $500,000 NATIONWIDE <br /> <br /> The National League of Cities reports that the Always Remember 9-11 Fund has now topped <br /> more than $500,000 nationwide. In California alone, public employees contributed more than <br /> $110,000 to the effort. <br /> <br /> The Fund originated with the League of California Cities and was quickly adopted by the <br /> National League of Cities. Although the initial solicitation only asked for contributions of up to $5, <br /> California public employee contributions averaged $61 per individual, $2,922 for group collections <br /> and $6,955 from city collections. <br /> <br /> The National League of Cities chose the Families of Freedom scholarship fund to distribute <br /> funds collected. The purpose of the fund is to provide education assistance for postsecondary <br /> study to financially needy dependents of those killed or permanently disabled as a result of the <br /> terrorist attacks and during the rescue activities relating to those attacks. Always Remember 9- <br /> 11 Funds contributed by public employees are earmarked for distribution only to public <br /> employees and public agencies that suffered damage. <br /> <br /> LEGISLATIVE BILL ACTION <br /> <br /> The following are summaries of just a few of the legislative bills that are currently being acted <br /> upon by the League of California Cities. The League encourages you to review the bills and <br /> contact the appropriate committees to demonstrate your support or opposition of issues that are <br /> important to your community. Your assistance is appreciated. <br /> <br /> SB 937 (Margett). Public Contracts. Bids and Disputes. SB 937 was amended on Thursday, <br /> January 17, removing sections 2, 3 and 4. Due to these amendments, the League has removed <br /> its opposition to SB 937. As amended, SB 937 would recast the provisions governing notice of <br /> bid submittal deadlines, and would also apply the requirement to state agencies, that post <br /> deadline bids are returned unopened. Staff: Natasha Fooman, Status: SenApps; Hrg-l/24, <br /> Position: Neutral. <br /> <br /> AB 640 (Jackson). Coastal. LCP Amendments. AB 640 is opposed by the League in its <br /> current form. It establishes a process for the Coastal Commission to review and propose <br /> amendments to update Local Coastal Plans. The proposed process involves local government <br /> input and consultation, but if the city or county declined to adopt the proposed LCP amendments. <br /> AB 640 would authorize the Coastal Commission to either not process any future LCP <br /> amendments proposed by the local agency or to subject all permits Issued by the local agency to <br /> Commission review on appeal. As proposed to be amended on the Assembly Floor this week of <br /> next, the author will gut the bill, leaving only the findings section and the section to direct the <br /> Coastal Commission to develop guidelines for the LCP amendment process. The currant <br /> "punitive" action by the Coastal Commission for jurisdictions that do not amend their LCPs will be <br /> deleted. <br /> <br /> In this amended form, the author will move the bill off the Assembly Floor. Assembly Member <br /> Jackson has committed to engage in serious discussions with interested parties, including the <br /> League and CSAC.
