· Situs - Return 1/3 of all regional sales tax growth no differently than it is today, on a <br /> point of sales basis. This is designed to enable jurisdictions to recover infrastructure <br /> costs related to building neighborhood retail facilities. <br /> <br /> · Per Capita - Return 1/3 of all regional sales tax growth on a per capita basis. A per <br /> capita distribution is designed to place all jurisdictions on a more "level playing field" <br /> and would "minimize" the fiscal incentives cities and counties have to compete over <br /> retail development. <br /> <br /> · Regional Need - Return 1/3 of all regional sales tax growth on a point of sale basis <br /> only if the jurisdiction builds its fair share of the region's affordable housing and social <br /> services and has a plan for infill development and acquisition of open space. <br /> <br /> Any sales tax growth revenue that results from a jurisdiction failing to meet their "regional <br />needs" (housing, social services, infill development and acquisition of open space) will be placed <br />in a regional funding pool administered by the Sacramento Area Council of Governments. Eligible <br />projects from this funding pool include: <br /> <br /> · Regional transportation projects <br /> · Affordable workforce housing <br /> · Infill development <br /> · Mixed-use development <br /> · Quality of life projects, including theater and the arts <br /> · Transit-Oriented Development (TOD's) <br /> · Social service siting <br /> · Jobs/housing balance programs <br /> · Open space and agricultural land preservation <br /> · Other priorities deemed appropriate by SACOG <br /> <br /> In order to reward the region for working together to address regional problems, participating <br />jurisdictions would be eligible for the following state assistance: <br /> <br /> · Priority for funding the 2004-2011 ITIP (Interregional Transportation Improvement <br /> Program) Allocation Process for the Sacramento region transportation projects. <br /> <br /> · Bonuses and priority on project applications to the State Infrastructure Bank. <br /> <br /> · Bonuses and priority in accessing help from the state library bonding authority. <br /> <br />CITY ACTION NEEDED ON FEDERAL HOMELAND DEFENSE BILL <br /> <br /> California Representative Jane Harman introduced H.R. 3397 to establish a firm date to clear <br />TV channels from the spectrum allocated for public safety in the 700 MHz band. H.R. 3397 <br />ensures adequate spectrum allocation for public safety communications by 2006, and permits <br />state and local governments to plan, design, fund, and construct systems in anticipation of that <br />date. <br /> <br /> Cities are urged to contact their Representatives to co-sponsor and support H.R. 3397.
