1.70

II. ACCESS TO PROPERTY NORTH OF COMMUNITY PARK CREEK NEAR
-DICKEY STREET AND VERA AVENUE - An R-2 zone under discussion
by the Subdivision Committee as a "minor subdivision II item
via a bridge over the creek:

Commission discussion which followed included: that traffic.
flow through park property via a bridge would not be desirable:
that the Commission has long advocated-covering the entire
length of Community Park Creek and'i~ would be receptive to
plans for covering the creek that would give the property in
question a limited access from Vera avenue, providing there
was no through traf-fic through park property; and that the
Commission is opposed to any plans which would permit a
through traffic route from Vera Avenue to Myrtle Street.

III. PARK PLAN PROPOSALS FOR REDWOOD SHORES - Unit No.1:
Ken Schroeter. At the request of Commissioner Stuart, Comm-
ission representative to the Nov. 28th Planning Commission
meeting, Planning Director Schroeter presented maps of park
and open space plans as proposed by Leslie Properties for
Redwood Shores - Unit No.1.

Discussion which followed included: Concern that an approved
lIinsideli park plan ~is not usably adjacent to a proposed school
site, -as recommended in the Winans Report, and therefore can-
not be utilized to full advantage for recreation -and school
purposes i that such an "inside" park woul-d require high fen-
ces to separate public and private property: thatthe Commiss-
ion and the City had, several years ago, at the behest of
adjacent property owners, made the determination that"insidell
parks are not practical for park and recreation use - subject
adjoinging property owners to much abuse and vandalism and
require too much p8lice attention and control - at which time
two such inside parks were abandoned and the property sold to
adjacent property ~ownersi that the proposed "insidell park and
landscaping is to contain a walkway for youngsters going to
and from school which will almost preclude use of the area
for recreation purposes and qualify it only as an open space
area, questioned that several cul-de-sac and small planted
areas might be classed as parks instead of open space beauti-
fied areas: and expressed a most sincere concern over the thin
line of communication which has existed between the Park &
Recreation Commission and its staff with regards to park and
recreation plans for Redwood Shores. -

Chairman Whitmore appointed the following committee to consult
with the Planning Department re park and recreation plans 'for
the Shores Project: Dixon Arnett, chairman; Doris Thompson,

Pasco Balzarini and Red MOrton.

~.- --. ---_.._-~~-- ---. .._-~

--.- --~._----_.__._- ------- --.
