Regiona~ Planning Committee: thât commission must act <br />on applications within thirty days - time element be~mg a fac- <br />tor in some instances on matters relating to parks and recrea- <br />tion as Park & Recreation Commission meets once a month7 that <br />while the winans Report had been the basis for adoption of the <br />Park & Recreation Element to the Gen~ral Plan, the city is only <br />1&3/4 years into the General Plan prorj.ect - a three year program <br />before adoption7 that while Park & Recreation Commission and <br />staff can make recommendations they would have to rely largely <br />on the Planning Commission to carry out that which is reflected <br />in the Park & Recreation Element to the General Plan:- that Park <br />& Recreation Commission should prepare specific plans for a cap- <br />ital improvement program, with priorities, and then proceed to <br />accomplish it: that all commisgions must be aggressive. <br /> <br />PARK & RECREATION COMMISSION and STAFF: Described commission <br />objectives, powers and duties, i.e., to recommend an adequate <br />park system, equipment, maintenance and personnel, and personn- <br />el for recreational activities for the entire community 7 that <br />there had been a lack of communication between the two comm- <br />issions and staffs, particularly with reference to Redwood <br />Shores, concerning park and recreation matters, such matters <br />having been determined without consultation or knowledge of <br />the Commission or park. and Recreation departments: urged ser- <br />ious consideration of the park-school philsosophy by tying in <br />of neighborhood parks and school playgrounds whenever feasible: <br />referred to deficiencies in older Redwood City as noted in . <br />Winan's Report and of commission concern for correcting them, <br />a bond issue recommendation and priorities study presently <br />being made re financing of such urgently needed projects as <br />land acquisition and improvements, including completing Comm- <br />unity Park-development of Canyon Roàd Park (in process of <br />negotiation for purchas~)-Easter Bowl-enlargement of Mezes <br />Park-securing badly need land in Friendly Acres area and Wood- <br />side Road area, etc.~improvement of Andrew Spinas Park to <br />include ~ennis courts-etc.: need to be apprised where park and <br />recreation facili~ies can be put ~ogether, both in older Redwood <br />City where there is a critical need, and ~he Shores section <br /> <br />where theee is a better possibility of success because of <br /> <br /> <br /> <br />
