These create <br /> barriers which increase response time of fire equipment and other <br /> emergency services resulting in delays caused by the traffic <br /> patterns making it therefore necessary to mitigate these problems <br /> by requiring additional built-in automatic fire protection systems <br /> and fire resistive construction that provide early detection and <br /> initial control until the arrival of the fire department . As a <br /> result of the findings of fact which identifies the various <br /> climatic, geographical , and topographical elements, those <br /> additional requirements as specified in the amendments to the <br /> adopting ordinance for the 1991 Uniform Fire Code by the City of <br /> Redwood City are considered reasonable and necessary modifications . <br /> While it is clearly understood that the adoption of such <br /> regulations may not ,prevent the incidents of fire, the <br /> implementation of these amendments to the code may reduce the <br /> severity and potential of loss of life and property. <br /> 11883 <br />
