Climatic <br /> The City on an average experiences an approximate annual rainfall <br /> of 16 to 18 inches. This rainfall can normally be expected between <br /> October and April . During the summer months , one can anticipate no <br /> measurable precipitation at all . The dry period average <br /> temperature range from 70 to 90 degrees Fahrenheit. These <br /> temperatures are many times accompanied by light to gusty <br /> prevailing westerly to northwesterly winds. These dry winds , mixed <br /> with the natural vegetation which is predominant throughout the <br /> area, creates a hazardous fuel condition which has caused extensive <br /> grass and brushland fires. With more and more development <br /> encroaching into these wooded and grass covered areas, wind-driven <br /> • fires could have severe consequences as has been shown on many <br /> occasions in other areas of the state. Recorded weather patterns <br /> indicate that the average annual rainfall cannot be relied upon. <br /> Water shortages and water rationing may result as was experienced <br /> during recent drought condition years. <br /> Geographical <br /> The City of Redwood City lies on the San Francisco Bay Peninsula <br /> towards the southern portion of the County of San Mateo. The City <br /> is connected to the City of San Carlos to the north, to the City or <br /> Menlo Park to the south, to the Town of Woodside and the County of <br /> San Mateo to the west, and to San Francisco Bay to the east. The <br /> City of Redwood City is composed of a combination of flat and hill <br /> areas . The City also has a port area, and a section of town <br /> referred to as Redwood Shores. These two areas are connected to <br /> the city proper by means of bridges, overramps, or single road <br /> connections which in case of an emergency such as an earthquake <br /> could very easily be isolated and cut off from emergency <br /> assistance. The hilly portion of the City contains dense <br /> shrubbery, vegetation, and a heavy growth of natural grasses. The <br /> Redwood City Fire Department responds to several wildland fires <br /> each year, especially in these hilly locations. <br /> Topographical <br /> The topographical element of these findings of facts is closely <br /> associated with the geographical element. The various <br /> topographical attributes that the City of Redwood City has, namely , <br /> elevation difference, water-oriented communities, together with the <br /> ever increasing residential and commercial communities do not <br /> promote easy traffic flows. The extensive development of business <br /> complexes, mid-rise and high rise buildings have heavily increased <br /> 11883 <br />
