FINDINGS OF FACT <br /> Amendments To State Code Based Upon Local <br /> Geologic, Topographic, and/or Climatic Conditions <br /> Findings of fact for the following Redwood City Code Sections are hereby submitted: <br /> 1. SECTION 9.43 - Slab reinforcement and membrane. Redwood City soil conditions, <br /> particularly in areas of future development are predominantly adobe or underlain by bay mud. <br /> These expansive soils also do not allow for good drainage. Experience has demonstrated that slab <br /> reinforcement and vapor barriers in dwelling units are essential to protect new construction from <br /> future damage due to these conditions. <br /> 2. SECTIONS 9.82 THROUGH 9.87 -Restrictions on metallic underground and plastic <br /> piping. Experience has demonstrated that the Younger Bay Mud soils are corrosive to metallic <br /> piping installed underground. Redwood City prohibits the installation of metallic drain, waste, <br /> vent, sewer, gas, and water piping underground in Younger Bay Mud areas. <br /> Redwood City continues to prohibit the expanded use of plastic plumbing piping beyond the 1979 <br /> Uniform Plumbing Code provisions until the state certifies the environmental impact report for the <br /> expanded use of plastics. Even though this state restriction applies only to residential buildings <br /> (those regulated by the State Department of Housing and Community Development), Redwood <br /> City elects to apply this restriction to all buildings. <br /> 3. SECTION 9.113 - Shunt trip. In multi-story structures the electrical equipment room could <br /> be located in a basement or recessed area. <br /> Access to and locating the electrical equipment room or area during an emergency situation would <br /> in some cases be through or into an area where toxic smoke and liquids were present creating a <br /> hazardous, life-threatening condition. Being in the midst of"high-tech" industries, there is a high <br /> probability that hazardous materials are present. Redwood City is also susceptible to potential <br /> flooding due to the relatively high water table. <br /> The operation of the "shunt trip device" push button would disconnect electric power to the <br /> structure. This operation would be from a safe location outside of the building. <br /> 4. SECTION 9.114 -Low voltage wiring above suspended ceiling. Computers,data services <br /> information services common to all office spaces requires low voltage wires to be installed. <br /> The wiring is usually installed just before the offices are occupied. The installers, unless instructed <br /> or warned otherwise, install the computer, data phone, etc. wire by laying directly over and on the <br /> T-bar grid system, panels, and fixtures. <br /> 11882 <br />
