The
development of this plan is in response to the eight deficiencies identified as part of the 2000
Congestion Monitoring. C/CAG is required to do a deficiency plan when deficient areas are
identified. Since these eight deficiencies would involve a minimum of 17 agencies and possibly
more with some agencies being involved in multiple plans, the C/CAG Board chose to do a
Countywide Deficiency Plan. The focus of the plan is to improve the overall mobility in San Mateo
County. The approach taken was to expand shuttles, transportation system management (TSM),
transportation demand management (TDM), and land use incentives. A key objective of the plan
was to highly leverage any funds assessed to member agencies. Agencies will be immune from
doing a deficiency plan for roadway Level of Service violations regardless of the monitoring results
for four years with the adoption of this Countywide Deficiency Plan.

C/CAG staff has met individually with 17 agencies and held a workshop on 11/14/01 for City/
County Management to tal('e input and get direction on the Countywide Deficiency Plan. The City/
County Management Staff was supportive of the Countywide Deficiency Plan and recommended
that it go to the C/CAG Board as information at the December meeting. The C/CAG Board
reviewed the Countywide Deficiency Plan at the December meeting and was supportive of the plan.
Therefore, the Countywide Deficiency Plan will be agendized for consideration of approval at the
2/14/01 C/CAG Board Meeting.

It is requested that C/CAG Board Members review the Countywide Deficiency Plan with their own
agency staff and governing Board as may be necessary to provide comments and direction to their
C/CAG representative to vote on the Countywide Deficiency Plan at the 2/14/02 meeting. C/CAG
staff is available to make a presentation before Councils/Boards/staff and answer questions as
necessary. A copy of this draft plan was also sent to the agency C/CAG representatives.

555 County Center, 5th Floor, Redwood CID', CA 94063 Phone: 650.599.1406 Fax: 650.361.8227
