The <br /> development of this plan is in response to the eight deficiencies identified as part of the 2000 <br /> Congestion Monitoring. C/CAG is required to do a deficiency plan when deficient areas are <br /> identified. Since these eight deficiencies would involve a minimum of 17 agencies and possibly <br /> more with some agencies being involved in multiple plans, the C/CAG Board chose to do a <br /> Countywide Deficiency Plan. The focus of the plan is to improve the overall mobility in San Mateo <br /> County. The approach taken was to expand shuttles, transportation system management (TSM), <br /> transportation demand management (TDM), and land use incentives. A key objective of the plan <br /> was to highly leverage any funds assessed to member agencies. Agencies will be immune from <br /> doing a deficiency plan for roadway Level of Service violations regardless of the monitoring results <br /> for four years with the adoption of this Countywide Deficiency Plan. <br /> <br /> C/CAG staff has met individually with 17 agencies and held a workshop on 11/14/01 for City/ <br /> County Management to tal('e input and get direction on the Countywide Deficiency Plan. The City/ <br /> County Management Staff was supportive of the Countywide Deficiency Plan and recommended <br /> that it go to the C/CAG Board as information at the December meeting. The C/CAG Board <br /> reviewed the Countywide Deficiency Plan at the December meeting and was supportive of the plan. <br /> Therefore, the Countywide Deficiency Plan will be agendized for consideration of approval at the <br /> 2/14/01 C/CAG Board Meeting. <br /> <br /> It is requested that C/CAG Board Members review the Countywide Deficiency Plan with their own <br /> agency staff and governing Board as may be necessary to provide comments and direction to their <br /> C/CAG representative to vote on the Countywide Deficiency Plan at the 2/14/02 meeting. C/CAG <br /> staff is available to make a presentation before Councils/Boards/staff and answer questions as <br /> necessary.
