corridor. Ramp metering is not universally supported by the public, but. there Is
evidence that It helps keep the freeways moving at peak pedods. The recommendation
from C/CAG is to first prepare a ramp metedng plan, and then based on the results of
the plan, C/CAG would have to vote on whether they are activated or not.

Alternetlvee
Redwood City could continue as an independent agency, but the cost Just to administer
the Deficiency Plan and coordinate with other agencies would use up large portions of
the money anticipated to be used Countywide.

Since the CMP is a Countywide Program, it makes sense that the Deficiency Plan also
be a funded Countywide Program.

Flecel Impacte
The City's proposed contribution for the Countywide Plan is $179,400. Because this is
a "Countywide" plan, each dollar put into the budget may be able to leverage an
additional $4 to $5. This provides enough money to do some effective mitigation. If we
were to spend the $179,400 locally and not join the Countywide effort, the chances of
matching funding would be slim.

Local soumes of funding for the Countywide Plan could come from the Traffic Mitigation
Fee fund, developers, and the General Fund. Considering the uncertainty with this
year's budget, we will have to look at several options.

Jim Ha ~ttv '~ Ed Everett
Board; ~mber, C/~FAG City Manager

JH/JP:ss
S/llbraq/Joel//Counc# Reports_Count/wide Deficiency Plan

-2-
