January 28, 2002 <br /> <br />Subject <br />Countywide Deficiency Plan <br /> <br />Recommendation <br />Authorize City/County Association of Governments (C/CAG) Boardmember Jim Hartnett <br />to vote for approval of the Countywide Deficiency Plan. <br /> <br />Background <br />The existing Congestion management Program (CMP) requires that a "Deficiency Plan" <br />be prepared when traffic on the Countywide system falls below designated levels of <br />service. <br /> <br />Several sections of the Countywide system have seen enough traffic increase that they <br />are now considered deficient. The difficulty is determining, which project or jurisdiction <br />caused the traffic impact, and how all of them provide a coordinated traffic mitigation <br />solution. <br /> <br />The proposal is to have a Countywide Plan where all the money is pooled, and then <br />spent on listed mitigation in the Plan. <br /> <br /> Attached is the letter sent to all jurisdictions, as well as the Deficiency Plan, which <br /> includes seven elements for traffic mitigation. The proposed annual contribution from all <br /> cities is $1,300,000, with Redwood City's share set at $179,400. Distribution of <br /> assessments is based on the percent of Countywide automobile trips generated by <br /> jurisdiction. Other resources will also be used, which will bring the annual funding for <br /> the Deficiency Plan up to $6.1 or $7.1 million. <br /> <br /> Issues <br /> All seven elements of the Plan are consistent with all projects, ordinances, and plans <br /> approved or considered by Redwood City. These elements are consistent with the <br /> General Plan, the Traffic Mitigation Fee Ordinance, the Franklin Area Plan, and the <br /> soon to be adopted Downtown Plan. <br /> <br /> The two areas that might be of concern are ramp metering and the annual cost. <br /> <br /> All new freeway on-ramps are being constructed with ramp meters. None have been <br /> turned on, and none will until there is a continuous series of interchanges along a <br /> <br /> -1- <br /> <br /> <br />
