11. Q- Why not let the traffic go to complete gridlock so individuals will be forced to <br /> find other travel methods? A- Currently there are not sufficient options for <br /> individuals to choose other means to get to and from work. Many of the programs <br /> in the Plan are targeted at increasing those options. Also it is not politically <br /> acceptable to allow congestion to deteriorate without a clearly visible attempt to <br /> improye them. <br /> <br />12. Q- Will this Plan fix the deficient locations? A- This Plan is not desi~maed to <br /> produce roadway improvements at specific locations. It is targeted at providing <br /> other travel options and improving the efficiency of the existing systems of roads. <br /> It is likely that there will be some improvement at the deficient locations; <br /> however the goal of the Plan is to improve overall mobility and not fix a <br /> particular location. Some of the deficient locations ma3' not be as high priority for <br /> improvement as other locations due to the definition of a deficient location <br /> provided for in the law. The Plan allows C/CAG to focus its efforts on <br /> improvements that make sense for San Mateo CounB, and not at locations that are <br /> dictated by the law. <br /> <br />13. Q- How will we know that the Plan was successful? A- The Technical Advisor' <br /> Committee and the Congestion Management and Air Quality Committee will <br /> develop and provide to the C/CAG Board specific performance measurement <br /> criteria to evaluate the effectiveness of the programs contained in the Plan. <br /> <br />14. Q- What happens at the end of the four-year Plan? A- Using the criteria adopted <br /> by C/CAG, the programs will be evaluated and the C/CAG Board will consider <br /> whether to continue the Plan. revise it. abandon it, or develop a new one. <br /> <br /> <br />
