Q- What happens if a jurisdiction decides not to participate in the Count.'~vide <br /> Deficiency Plan? A- If C/CAG adopts a CounWwide Deficiency Plan and a local <br /> jurisdiction decides not to participate? that jurisdiction will forfeit its annual <br /> allocation under Section 2105 of the Streets and Highways Code (Proposition 111 <br /> Gas Taxes) .and will no longer be eligible to compete for any State Transportation <br /> Improvement Program (STIP) or Federal TEA-21 funds. <br /> <br />8. Q- How will local jurisdictions be involved in the determination as to whether to <br /> activate ramp metering on Route 101 ? A- No consideration of ramp metering <br /> activation will be considered until a thorough study of the impacts of activation is <br /> conducted. The scope of work for the study will be subject to review by the <br /> Technical Advisory Committee (and any City/County staffthat wish to <br /> participate), the Congestion Management and Air Quality Committee. and final <br /> approval by the C/CAG Board. Any C/CAG member can call for special voting <br /> requirements (majority of'jurisdictions representing a majority of the population) <br /> before adopting the scope. The scope will minimally include an analysis of the <br /> impacts of ramp metering on the main line freeway and the local streets and roads <br /> within a radius of the freeway as set forth in the scope. The impacts will be <br /> determined based on activation of ramp metering at selected locations, directions, <br /> and times of day in order to determine the optimum improvement in mobility <br /> considering both travel time on the freeway and the local streets and roads. After <br /> this information is made available, the Technical Advisor' Committee will <br /> evaluate the impacts and make recommendations to the Congestion Management <br /> and Air Quality Committee, which in turn will make recommendations to the <br /> C/CAG Board. The C/CAG Board will make the £mal determination as to whether <br /> any of the system should be activated, in what direction, and for what time period. <br /> <br /> 9. Q- Are the cities/County being expected to pay the full cost of implementing the <br /> Countywide Deficiency Plan? A- No. The proposed Plan is heavily dependenl <br /> upon the use of local funds to leverage substantial outside resources. The ratio of <br /> local funds to leveraged funds is hoped to be at least one to three. <br /> <br /> 10. Q- Isn'l traffic getting better as a result of the downturn in the econom5 ? A- <br /> There has been some noticeable improvement in traffic recently: however as the <br /> economy begins to rebound the traffic will return and the projections are that it <br /> will greatly worsen over the next twenty years. It is also the ideal time to impact <br /> the travel patterns of the population while many individuals are moving to new <br /> jobs and considering options for commuting. The purpose of the Plan is to provide <br /> and advertise new options for people to travel. <br /> <br /> <br />
