REP <br /> OR T <br /> :FrOm the City ManagerI <br /> <br />January 28,2002 <br /> <br />Subject <br />Award of Contract - Roosevelt Avenue Reconstruction Project Phase II <br />Engineering File No. 803-02 <br /> <br />Recommendation <br />Approve the award of contract for the construction of the Roosevelt Avenue <br />Reconstruction Project Phase II to the lowest responsible bidder, Interstate Grading and <br />Paving, Inc. of South San Francisco, California, for the amount of $3,358,373.50. <br /> <br />Background <br />As part of the 2000/2001 Capital Improvement Program, the Roosevelt Avenue <br />Reconstruction Project Phase II was approved. This major reconstruction of Roosevelt <br />Avenue (from Hudson Street to Valota Road) will replace the existing water, sewer, and <br />storm drain system; reconstruct new curbs, gutters, sidewalk, and roadway; install new <br />street lights; and underground the existing overhead utilities. <br /> <br />The project is scheduled for completion in approximately 20 months. A quarterly <br />newsletter will be sent out to residents in the area updating them of the progress of the <br />project. In addition, staff has met with the Roosevelt Neighborhood Association in <br />keeping them apprised of the progress of the project, and to answer any questions. <br /> <br />On Wednesday, January 16, 2002, five (5) bids were received by the City Engineer, <br />and are summarized below. <br /> <br /> Rank Bidder Amount <br /> 1. Top Grade Construction, Inc. - Livermore, CA $4,056,926.00 <br /> (Engineer's Estimate of $2,820,000) <br /> <br />The Iow bid of $3,358,373.50 is approximately 19% above the Engineer's Estimate of <br />$2,850,000. Upon review of the bids, the Engineer's Estimate underestimated some of <br /> <br /> <br />
