Estimate include the following bid items: <br /> Remove Existing Roadway at $340,000 verses the Engineer's estimate of <br /> $100,000, <br /> Conduits and conductors at $94,875 verses the Engineer's Estimate of <br /> $6,875, <br />Traffic Control at $50,000 verses the Engineer's Estimate of $10,000, <br />8" Waterline at $94,350 verses the Engineer's Estimate of $66,600, and <br />Sanitary Sewer Point Repair at $31,500 verses the Engineer's Estimate of <br />$7,500. <br />It appears that the bidding climate, although competitive, is higher than we have <br />experienced during the past several years. The cost of materials and labor, and <br />contractor's markup for overhead and profit, appears to have increased higher than the <br />Engineer's Estimate. Based on the bids received, staff believes that the Iow bid is <br />reasonable and responsive, and recommends awarding the Contract to Interstate <br />Grading and Paving, Inc. Interstate Grading and Paving was the contractor that <br />successfully completed the James Avenue Reconstruction Project, and they have <br />performed other Capital Improvement Projects for Redwood City, in the past. <br />Alternative <br />Do not award the project, and jeopardize losing Grant Funds from the State <br />Transportation Improvement Program (STIP) in the amount of $1,458,000. <br />Fiscal Impacts <br />The projected total cost for Roosevelt Avenue reconstruction is approximately $4 <br />million, which includes construction, contingencies, construction administration, <br />inspection, and testing. <br />The funds available for the project include: <br /> <br /> 2002-2002 CIP $4,710,000 <br /> Additional Water Line Costs* 151,500 <br /> Additional Sewer Line Costs* 118,000 <br /> Additional Rule 20A Underground Costs 154,000 <br /> <br /> Total $5,133,500 <br /> (available funding) <br /> <br />*Based on Project Bids <br />Since available funding exceeds projected total cost, approximately $1.1 million <br />budgeted for this project can be returned to the General Fund. Part of the reason the <br />project is over funded is that the City was able to obtain $1,458,000 in STIP Grants <br />specifically for this project.
