January 28, 2002 <br /> <br /> Subject <br /> Construction Grant Agreement - San Francisco Bay Trail 2001 <br /> Engineering File No. 801-05 <br /> <br /> Recommendation <br /> Adopt a resolution: <br /> <br /> 1. Approving and authorizing execution of the Construction Grant Agreement (and related <br /> documents) between the City of Redwood City and the Association of Bay Area <br /> Governments (ABAG) for the San Francisco Bay Trail 2001 Project at the Blomquist <br /> Street Extension, and <br /> <br /> 2. Designating the City Manager as the authorized representative for the City to implement <br /> the construction of a bicycle/pedestrian facility as part of the BIomquist Street Extension <br /> Project. <br /> <br /> Background <br /> The City of Redwood City was eligible to apply for the San Francisco Bay Trail 2001 <br /> Construction Grant to connect missing links to existing bicycle and pedestrian facilities. One <br /> of the main objectives for the Program is to, "Accelerate Development of the 400-mile Bay <br /> Trail by Awarding Grant Funds to Projects That Construct Bay Trail Segments." Projects <br /> may include trail amenities and services such as staging areas, parking areas, restrooms, <br /> drinking fountains, signage, landscaping, and other costs directly related to trail <br /> construction. <br /> <br /> The San Francisco Bay Trail Project, an organization administered by the Association of Bay <br /> Area Governments evaluated the eligibility and priodty of all applications from different cities <br /> in the Bay Area. On October 9, 2001, the City of Redwood City was notified that a Grant of <br /> $300,000 would be awarded. However, before disbursement of the Grant Funds, the City <br /> Council must adopt a resolution approving and authorizing execution of the Construction <br /> Grant Agreement. <br /> <br /> The "trail" will include an eight-foot wide asphalt path, which crosses the new 550-foot <br /> bridge over Redwood Creek. The total length of the project is 2,500 feet, and the total cost <br /> for the roadway improvements is presently estimated at $7.2 million. Most of the cost will <br /> be paid out of traffic mitigation fees from private development in that vicinity (Glenborough- <br /> Pauls' Project on Bair Island Road is a major contributor). <br /> <br /> Fiscal Impact <br /> There are no fiscal impacts to the City by this action.
