From the City Manager

January 28,2002

Subject
Maintenance Agreement with CalTrans for new Highway 101 Bicycle Path

Recommendation
By Resolution, approve the maintenance agreement with the State of California
Department of Transportation (CalTrans), and authorize the City Manager to enter into the
maintenance agreement for the City to maintain the new bicycle path to be constructed by
CalTrans between Whipple Avenue and Sky Way frontage road adjacent to Highway 101

Background
CalTrans has been participating in discussions with Redwood City staff about the
construction of a new bicycle path adjacent to Highway 101 between the Whipple Avenue
on-ramp and Sky Way frontage road in San Carlos. CalTrans will construct the path if-
and only if - the City of Redwood City agrees to maintain the path.

The construction of the new path is consistent with the Council priorities for alternative
transportation. The new path (approximately one mile long) will improve bicycle access
between Whipple Avenue and Redwood Shores / San Carlos. When combined with the
Btomquist Street extension, this path will create bicycle access along the full length of
Redwood City adjacent to Highway 101.

CalTrans will perform the construction as part of the lane widening of Highway 101. The
City will have the maintenance responsibilities for the entire length of the bicycle path
which include:

· path surface maintenance- sweeping and re-striping
· the shoulder adjacent to the path - keeping the grade level with the path
· eastern boundary (bayside) fence and slope
· signage, litter, and graffiti
· weed abatement

The City will be allowed access to the path for the required maintenance activities. Other
access to the path will be restricted.

The construction is expected to be completed in November, 2004. CalTrans requires an
approved maintenance agreement in order to complete design and bid the project for
construction.

Subsequent to working out the scope of the agreement, a very promising opportunity has
