'~"2c~or~e~o light relative to the pending water recycling project, which will require rapid City <br /> aotlon in order to preserve future Council choices on implementation. Staff has confirmed <br /> with CalTrans that we will be allowed to add design specifications to the bike path bid <br /> documents for a large-diameter recycled water line to be installed under the bike path as It <br /> is constructed in 2004. The Council's decision whether to budget for and award this <br /> element or not will not come until next year, but the opportunity to insert the necessary <br /> design into the CalTrans bid documents will close by the end of February 2002. The <br /> potential benefit of this addition to the "recycled water distribution puzzle" is enormous, in <br /> that it would provide a direct transmission line to the northern edge of the Balr Island / <br /> Bayfront / Seaport area, where several large developments are contemplated, and where a <br /> sizable market already exists for the use of recycled water. Therefore, staff Is requesting <br /> that the Council authorize a task order to the Kennedy / Jenks contract (see companion <br /> staff report, "Authorize Task Order No. 1 to the Professional Services Agreement with <br /> Kennedy / Jenks Consultants") in order to preserve future Council choices on the <br /> implementation of the recycled water project. <br /> <br /> Alternatives <br /> There are three alternatives to this action. <br /> (1) Do not enter into the agreement. The bicycle path will most likely not be <br /> Included as a part of the 101 lane widening. There will be less continuous <br /> bicycle access through Redwood City. <br /> <br /> (2) Re-negotiate the agreement with the State of California for less maintenance <br /> responsibilities. Staff believes that the maintenance responsibilities are <br /> appropriate in order to construct the bicycle path. The City would not be able to <br /> participate In the construction of this path without this cost-shared approach. <br /> <br /> (3) Negotiate with the City of San Carlos for reimbursement for the portion of the <br /> bicycle path (460 feet) that will be located in San Carlos. This alternative can be <br /> pursued, however, staff did not want to predicate the construction of the path on <br /> an agreement with San Carlos. If this agreement cannot be formulated, staffdid <br /> not want to miss the opportunity to have this bicycle path constructed - and <br /> recommends proceeding with the agreement. <br /> <br /> Fiscal Impact <br /> There is currently no maintenance budget for this project. Funds would have to be <br /> budgeted starting in Fiscal Year 2004-2005. At that time, approximately $10,000 to <br /> $20,000 would be necessary for the first two years of maintenance.
