<br />REPORT <br /> <br />-?3KI <br />I <br />I <br />i <br />i <br />I <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />July 20,2000 <br /> <br />Subject <br />Resolution to approve the agreement between the City of Redwood City and San MéÙeo County <br />Library Joint PowersAuthority to share the costs of-operating the Fair Oaks Library. <br /> <br />Recommendation <br />To approve the agreement between the City of Redwood City and San Mateo County Library <br />Joint Powers Authority to share the costs of operating the Fair Oaks Library. <br /> <br />Background <br />The City of Redwood City (CITY) entered into an agreement with the County of San Mateo to <br />share the costs of operating the Fair Oaks Library in June 1995. The initial term of the <br />agreement was 30 years (renewable every 5 years) as long as the facilities are used for <br />community services purposes. The first year of the agreement was FY 1995/96. The County <br />contribution would increase or decrease at the same rate as the change in the County Library's <br />base property tax income for the previous year. The base contribution for the last year of the <br />agreement, 1999/2000, is $116,445 (6% increase). <br /> <br />Since then, the operation of the San Mateo County Library has been transferred to the San <br />Mateo County Library Joint Powers Authority (AUTHORITY), who agrees to assume in full the <br />County's prior obligations under paragraph 6 of Part III of the License Agreement between <br />County and CITY. The Governing Board of the AUTHORITY approves the terms of the <br />previous agreement on the condition that it is limited to two years, and the attached agreement <br />has been revised to reflect this change. <br /> <br />Alternative <br />Enter into further negotiation with the AUTHORITY to extend the length of this agreement. <br /> <br />Fiscal Impact <br />Upon renegotiation of this agreement for Fiscal Year 2002/3, the Authority may not agree to the <br />current rate of contribution. This may have a negative impact on the budget for 2002/3. The <br />contribution from the AUTHORITY for FY 1999/2000 is $116,445.
