<br />EXHIBIT" A" <br />SCOPE OF SERVICES <br /> <br />Traffic Study for Proposed Peninsula Marina Office Center <br />in Redwood City, California <br /> <br />The purpose of the traffic study is to evaluate the impacts of the proposed Peninsula Marina <br />Office Centre development on the surrounding transportation system. Currently, there are <br />two scenarios for development of this project. Scenario A is the development of 280,000 <br />square feet (s.f.) of office space with a multi-level parking structure, surface parking areas, <br />and modifications to the adjacent marina parking areas. Scenario B is the development of <br />170,000 s.f. of office space with surface parking areas only. This traffic study will evaluate <br />the impacts of both project scenarios on the surrounding roadway network. <br /> <br />The Century Theaters, located near the project site, is known to cause temporary traffic <br />congestion in the study area when movie theater is at its peak on weekend evenings and <br />during "blockbuster" releases. This congestion has been identified in previous studies as a <br />potential problem for emergency vehicle access to other uses on Bair Island Road. A <br />proposed extension of Blomquist Street has been identified for improving emergency and <br />vehicular access to the area. This new roadway would extend Blomquist Street north over <br />Redwood Creek, linking up with the existing East Bayshore Road, providing an alternate <br />access route to the project site area. The need for this extension will be evaluated as part of <br />this study. <br /> <br />The key intersections that will be analyzed are: <br /> <br />1. <br /> <br />NB US 101 ramps at Whipple Avenue (assume a signalized pedestrian <br />crosswalk across Whipple) <br />Whipple Avenue and Veterans Boulevard <br />Woodside Road and Veterans Boulevard * <br />Blomquist Street Extension and East Bayshore Road * <br />Maple Street and Veterans Boulevard* <br />Maple Street and Blomquist Street* <br />Blomquist Street and Seaport Boulevard* <br />U.S. 101 Ramps/Woodside Road-Seaport Boulevard* <br />East Bayshore Rd. at the Century Theater driveways (2) - PM only <br /> <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />8. <br />9. <br /> <br />*Designates intersections which require analysis assuming the Blomquist Street <br />Extension has been completed <br /> <br />The intersections will be evaluated during the morning (AM) and evening (PM) peak hours <br />for the following scenarios: <br />
