Scenario 1:

Scenario 2:

Scenario 3:

Scenario 4:

Scenario 5:

Existing Conditions - Existing volumes obtained from counts.

Background Conditions - Existing volumes plus growth plus traffic
from approved but not yet constructed developments in the area.

Project A Conditions - Background volumes plus traffic generated by
Scenario A of the proposed project.

Project B Conditions - Background volumes plus traffic generated by
Scenario B of the proposed project.

Cumulative Conditions - Volumes under Project A Conditions plus
traffic generated by pending projects in the area (Scenario A will
generate more traffic, and represents a more conservative estimate of
traffic volumes). Cumulative Conditions will be evaluated using the
existing roadway network as well as with the Blomquist Street
Extension.

The tasks to be conducted in the analysis are:

Task 1 - Collect Data and Evaluate Existing Conditions

The physical characteristics of the site and the surrounding roadway network will be
reviewed during a site visit to identify existing roadway cross-sections, intersection lane
configurations, traffic control devices, surrounding land uses, and the locations of pedestrian,
bicycle, and transit facilities. Existing operational deficiencies including the unloading of car
dealership vehicles on East Bayshore Road and the project site will be investigated.

Available data from previous traffic studies will be obtained. Traffic data and observations
conducted for the existing movie theater will be reviewed and summarized.

Existing AM and PM peak-hour intersection traffic volumes will be obtained from previous
traffic studies and supplemented with new counts. We estimate that eleven new peak-hour
intersection counts will need to be conducted. The cost for these new counts is approximately
$2,200 and is included in the cost estimate for this Scope of Work.

Existing observations of the surrounding roadway network will also be made at a time when
movie theater use is at its peak (for example, opening night of an expected blockbuster
movie). Circulation problems and duration of vehicle queues will be identified.
