<br />Additional observations will be made at the adjacent marina on a weekday and on a weekend <br />day to determine the current demand for marina parking and dry boat storage. <br /> <br />The existing operations of the key intersections will be evaluated with level of service <br />calculations as described in the 1997 Highway Capacity Manual (Transportation Research <br />Board) using the TRAFFIX software package. <br /> <br />Collect appropriate new data at East Bayshore and the 2 Syufy driveways and compare the <br />new data with the data in the 1999 Syufy study by Fehr & Peers. Identify the length of the <br />left turn queue at the entrance driveway and the length of the exit queue. <br /> <br />Task 2 - Evaluate Background Conditions <br /> <br />Future traffic volumes from approved (but not yet constructed) developments to be provided <br />by City Staff will be added to the existing volumes to obtain traffic volumes for Background <br />Conditions. Estimated occupancies for the Irvine Apartment Communities and Kaufman <br />Broad development will also be obtained from City Staff. Any funded near-term roadway <br />improvement will be included in this analysis. Intersection level of service calculations and <br />analysis of queuing at the theater driveways will be performed to evaluate Background <br />Conditions and will establish the baseline for identifying project impacts. <br /> <br />Task 3 - Evaluate Project A Conditions <br /> <br />The amount of traffic added to the roadway system by a 280,000 s.f. office centre with multi- <br />level parking structure will be estimated based on appropriate trip rates from Trip Generation <br />(6th Edition), Institute of Transportation Engineers. <br /> <br />The directional distribution of site-generated traffic on the surrounding roadways will be <br />forecast based on the travel patterns in the area and the relative locations of residential <br />neighborhoods. We will review the trip generation and distribution assumptions with City <br />Staff prior to their use in the analysis. <br /> <br />The site-generated traffic will be added to the roadway system based on the directions of <br />approach and departure discussed above. It will be added to the background traffic volumes <br />to represent Project A Conditions. Intersection level of service calculations will be conducted <br />to estimate the operating levels of the key intersections during the AM and PM peak hours <br />after completion of the proposed development. An analysis of queuing at the theater <br />driveways will be conducted to estimate the operating levels of the key intersections during <br />the PM peak hours after completion of the proposed development <br /> <br />Task 4 - Evaluate Project B Conditions <br />
