<br />MAXIM US. <br /> <br />HELPING GOVERNMENT SERVE THE PEOPLE" <br /> <br />I <br />I <br />l <br />I <br /> <br />April 12, 2006 <br /> <br />Mr. Irvin Weinstock <br />Senior Accountant <br />City of Redwood City <br />1017 Middlefield Road <br />Redwood City, CA 94063 <br /> <br />Subject: Proposal and Renewal Agreement for S8 90 Claiming Services <br /> <br />Dear Mr. Irvin Weinstock: <br /> <br />MAXIMUS is pleased to submit this proposal to renew its contract with the City of Redwood City to <br />provide State Mandated Cost Claiming Services (S8 90) during fiscal year 2006-2007, We <br />propose to prepare and file all annual and new or first time state mandated cost reimbursement <br />claims for which claiming instructions are issued in the fiscal year. Our services, resources <br />available, and proposed fee and payment schedule are described in this proposal <br /> <br />S8 90 Funding <br />Now that the state has recognized its Proposition 1A obligation to pay mandates, the City should <br />receive payment from the State Controller at least two if not three different times next fiscal year. <br />The current state budget proposal, which is winding its way through the legisl"ature, contains $243 <br />million to reimburse cities and counties for their annual, new, and old (deferred) state mandated <br />costs. <br /> <br />New Claims & Reduced Number of Eligible Claims <br />For fiscal year 2006-2007 the State has reduced the number of annual claims we can prepare for <br />the City. As a result of legislation which required the Commission on State Mandates (COSM) to <br />reconsider several mandates due to a change in law, local agencies will not be able to seek <br />subvention of funds for actual costs incurred during FY 2005-2006 for the Open Meetings Act and <br />Mandate Reimbursement Process mandates, There are a group of local agencies working together <br />to consider filing a lawsuit to restore these two mandates. Until such time, these programs have <br />been suspended. <br /> <br />In addition, the State is considering the eligibility of several unfunded mandates in the next several <br />months.
