Mr. Sue <br />noted addition of a suggested pond and lagoon on plan IIAall and <br />said that total cost differential in the two plans was less than <br />$17,000 - (l~s. Spangler arrived)-Scheme A=stream: $489,060, and <br />Scheme Aa-culvert & pond: $505,770*(*It was noted that scheme Aa <br />included the $177,000 of funds which would be available from bond <br />monies.); that in a conservation sense, there is no chance of <br />survival of animal life in a controlled channel if walls had to <br />be built and the stream surfaced; that by spreading picnic areas <br />through the park, as in plan Aa, there could be a continuois land <br />meadow which takes advantage of open space on both sides and by <br />adding the pond or lagoon element the water aspect would be in- <br />viting; that he had contacted a number of people regarding <br />maintenance and cleanup of open stream treatments-after a storm- <br />and none have statisical data of costs although all agreed there <br />is an added maintenance problem and a main problem of debtis¡ <br />dimensions of the lagoon were approx. 200' in length - 1/3 of <br />an acre, and suggested site near present site of park storage <br />yard: lagoon area would include pathways to waters edge, depth <br />of lagoons could vary 3-61 or shallower as use determined; <br />mounded forms could be created at the site as opposed to just <br />flat land treatment; lagoons could be designed and constructed <br />to provide a safety aspect; and noted that after discussion with <br />staff that he would recommend consideration of plan Aa - culvert <br />and pond.
