<br />Mr. Crebassa, 942 Wilmington Way, requested use of a city park on
<br />August 9th, Sunday, for lIobedience matches" of English, Irish, and
<br />Gordon setters. Mr. Crebassa said approx. 80 dogs were expected:
<br />cleanup would be arranged fori no field trials were involved, show
<br />was similar to one held last year at Burgess Park, Menlo Park7 that
<br />would prefer site with shady areas: etc.

<br />Commissioner stuart referred to Planning Director's information
<br />concerning five possible sites - Hudson Street, Palm-Regent, Palm
<br />near Regent, and two on Gordon Street; noted that sites varied in
<br />
<br />.

<br />size from 7,625 to 45,870 sq. ft.; noted that based on 1969 popu~
<br />1ation information - area divided from Hudson to corners of Woodside
<br />and Redwood Avenue had 253 children of ages 7 to 15, Gordon to Va1ota,
<br />Redwood to Palm, had 137, between Woodside Road and Palm there were
<br />123, between Woodside Road and Palm - 47, Va1ota-Car1eton area - 177
<br />and Carleton Court to Redwood and down Gordon area - 147; noted that
<br />Pa1m~Regent site most centrally located and more feasible pricewise¡
<br />asked Deputy City Attorney Maloney to explain assessment district
<br />procedure under the Park and Playground Act of 1909. (Commissioner
<br />Guida indicated he would abstain from this matter until final
<br />determination is made regarding a possible site as he may have a
<br />IIconf1ict of interest II pertaining to one of the sites listed.)

<br />Mr. Maloney's presentation included that: 1909 Act considers
<br />acquisition or condemnation - leasing is not considered7 Commission
<br />has determined available parcels and approx. prices; kind of assess-
<br />ment district should be determined; feeling of interest among people
<br />in assessment area - property owners only vote in these types of
<br />matters and it is the owners interest which should be sampled before
<br />proceeding towards an assessment district; that if it is determined
<br />that a majority of frontage foot property owners would be interested
<br />in participating in such a district it could be petitioned to Council
<br />for a park in the prescribed area (discussion should be had with
<br />property owners re cost and size), if Council in favor of project it
<br />could pass ordinance of intention to create district-send cards to
<br />each property owner, etc.; noted that any protests must be in writing
<br />to City Clerk within 30 days - if some owners are against or don1t
<br />want to be included in district Council can accede to their wishes
<br />and leave them out or include them in the proposed district provided
<br />a majority approves the forming of the district, etc.

<br />Commission discussion included: that this part of city is in critical
<br />need of park facilities; it might be an advantage to city-purchase site
<br />but funds do not appear to be available at this time hence the investi-
<br />gation into an assessment district procedure; that as much property as
<br />
