Mi~~qeJÀ~Q~o~Æ: To Commissioner Schenck's question concerning the Master Plan for the entire H/H r/w, Mr. Ullrich said there would have to be a determination made by the S.F. Water Department whether they would issue a revocable permit for the entire r/w. Mr. Ullrich said City had had no trouble getting revocable surface lease agree- ments from the water dept. but they caution about investing too mnch money in a project due to the possibility of installation of a third line in some of their r/ws. Mr. Ullrich did question the re-action of property owners whose property back up to the r/ws if the city proposed development along the entire length, citing that bicycle trails would without question become motorcycle and mini bike trails and so provide additional policing problems. Commissioner Stuart noted attending a panel discussion on using the resources of the particular area -reservoirs, quarries, r/ws, old buildings, flood control areas, highways, etc. -at the recent League of Calif. Cities Conference, and suggested that a citizen task force could go into such projects, including the H/H r/w. Chairman Whitmore asked Commis- sioner Schenck to look into the matter. Commissioner, Knecht moved to request the Park Department to, as soon as possible, install posts with chain barricades on Dickey Street behind the baseball backstop and near baseball field edge near 'Armory entrance from Valota Road, to stop through traffic in the park, said barricades, on special occasions determined by staff, could be lowered to permit 'temporary access to the no-traffic area, seconded by Commissioner Schenck, and passed. Commissioner Guida was noted absent. Commissioner Stuart moved to recommend that "No Through Traffic" . signs be installed near the Dickey - Roosevelt entrance to the park and on the Valota Road entry into the park, seconded by Commissioner Thompson, and passed.
