Mi~~qeJÀ~Q~o~Æ: To Commissioner Schenck's question concerning <br />the Master Plan for the entire H/H r/w, Mr. Ullrich said there would <br />have to be a determination made by the S.F. Water Department whether <br />they would issue a revocable permit for the entire r/w. Mr. Ullrich <br />said City had had no trouble getting revocable surface lease agree- <br />ments from the water dept. but they caution about investing too mnch <br />money in a project due to the possibility of installation of a third <br />line in some of their r/ws. Mr. Ullrich did question the re-action <br />of property owners whose property back up to the r/ws if the city <br />proposed development along the entire length, citing that bicycle <br />trails would without question become motorcycle and mini bike trails <br />and so provide additional policing problems. Commissioner Stuart <br />noted attending a panel discussion on using the resources of the <br />particular area -reservoirs, quarries, r/ws, old buildings, flood <br />control areas, highways, etc. -at the recent League of Calif. Cities <br />Conference, and suggested that a citizen task force could go into <br />such projects, including the H/H r/w. Chairman Whitmore asked Commis- <br />sioner Schenck to look into the matter. <br /> <br />Mr. Ullrich'said that any surface rights or permits would have to be <br />granted to the City re any H/H r/w use. Commissioner Guida <br />was noted absent. <br /> <br />Commissioner Stuart moved to recommend that "No Through Traffic" <br /> <br />. <br /> <br /> <br />signs be installed near the Dickey - Roosevelt entrance to the park <br />and on the Valota Road entry into the park, seconded by Commissioner <br />Thompson, and passed.
