<br />WHEREAS, on February 5, 1999, Owner caused to be recorded a Final <br /> <br />Map on the Property (Final Map Book of Maps 17-19, County of San Mateo, <br /> <br />California); and <br /> <br />WHEREAS, the MND included a Traffic Analysis (the "MND Traffic <br /> <br />Analysis") which determined that the traffic generated by the Project will <br /> <br />contribute to the congestion that can result in gridlock on East Bayshore Road <br /> <br />and which may temporarily and unintentionally eliminate access to the area <br /> <br />comprised of East Bayshore Road, Bair Island Road, Maple Street (east of <br /> <br />Highway 101) and Blomquist Street (east of Highway 101) and generally referred <br /> <br />to as the Bair Island Area; and <br /> <br />WHEREAS, the Redwood City Police and Fire Departments have cited <br /> <br />this congestion as a problem for emergency response. <br /> <br />The MND Traffic <br /> <br />Analysis determined that the intersection of Whipple Avenue at the U.S. 101 <br /> <br />Northbound off-ramp is congested on Friday and Saturday nights (including <br /> <br />holiday weekends) and that the addition of traffic generated by the Project and <br /> <br />other projects in its vicinity will exacerbate existing delays and temporary gridlock <br /> <br />situations at that intersection; and <br /> <br />WHEREAS, the MND Traffic Analysis further determined that the addition <br /> <br />of traffic generated by the Project and other developments in its vicinity <br /> <br />(generally referred to as "Other Developments") will exacerbate existing traffic <br /> <br />delays on East Bayshore Road; and <br /> <br />f/sh/sh/RC/council <br />AGMT-232 <br />02/08/00 <br />9:21 AM <br />FXS/fs/ <br /> <br />2 <br />
