<br />WHEREAS, the MND Traffic Analysis determined that to minimize the <br /> <br />impact of the traffic generated by the Project and Other Developments and to <br /> <br />increase traffic capacity and reduce delay on East Bayshore Road, the two <br /> <br />existing lanes on East Bayshore Road south of Whipple Avenue should be <br /> <br />extended and/or reconfigured south to the existing most northerly exit driveway <br /> <br />adjacent to the property referred to as "Saw Mill" on the map attached hereto, <br /> <br />entitled "Bair Island Residential Traffic Study, October 1997, Proposed East <br /> <br />Bayshore Road Improvement," marked Exhibit "B," and incorporated by this <br /> <br />reference (the "Roadway Widening"); and <br /> <br />WHEREAS, with the addition of the Project, and the potential addition of <br /> <br />over 300 dwelling units and commercial space, the Redwood City Police and Fire <br /> <br />Departments have indicated that a second access to the Bair Island Area is <br /> <br />necessary to provide adequate emergency vehicle response; and <br /> <br />WHEREAS, the proposed extension of East Bayshore Road across <br /> <br />Redwood Creek to Blomquist Street (the "Emergency Access"), as generally <br /> <br />depicted on the map attached hereto, entitled, "Proposed Roadway Extension," <br /> <br />marked Exhibit "C," and incorporated by this reference, would improve overall <br /> <br />circulation and access and would improve emergency vehicle response. <br /> <br />Analysis of far-term (Year 2010) traffic conditions show that Seaport <br /> <br />Boulevard/Blomquist Street and Whipple AvenueNeterans Boulevard (the <br /> <br />"Intersections") are projected to operate at LOS F; and <br /> <br />f/sh/sh/RC/council <br />AGMT-232 <br />02/08/00 <br />9:21 AM <br />FXS/fs/ <br /> <br />3 <br />
