DES:djy 09/15/92 (113/32) <br /> O R I G I N A L 9/21/92 <br /> R E S O L U T I O N NO. 11842 <br /> RESOLUTION AUTHORIZING PARTICIPATION IN THE HOUSING <br /> OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM AND <br /> DESIGNATING THE CITY AND COUNTY OF SAN FRANCISCO AS <br /> APPLICANT FOR THE SAN FRANCISCO ELIGIBLE METROPOLITAN <br /> AREA <br /> WHEREAS, a significant number of persons residing in San <br /> Mateo County are afflicted with Acquired Immune Deficiency <br /> Syndrome ("AIDS") ; and <br /> WHEREAS, existing housing and supportive services programs <br /> are insufficient to meet the needs of people living in San Mateo <br /> County so afflicted and/or who have the human immunodeficiency <br /> virus ("HIV") ; and <br /> WHEREAS, the Cranston-Gonzales National Affordable Housing <br /> Act established a "Housing Opportunities for Persons with AIDS" <br /> ( "HOPWA" ) program administered by the U.S . Department of Housing <br /> and Urban Development; and <br /> WHEREAS, the San Francisco Eligible Metropolitan Area, <br /> consisting of the counties of Marin, San Mateo and the City and <br /> County of San Francisco, is eligible for a formula grant from <br /> HOPWA; and <br /> WHEREAS, in order for said Area to qualify for a HOPWA <br /> formula grant, at least fifty percent (50%) of the Community <br /> Development Block Grant ("CDBG" ) entitlement communities in said <br /> Area which represent a majority of the total population of the <br /> CDBG entitlement communities, must designate a local governmental <br /> agency as an eligible applicant to administer HOPWA on behalf of <br /> said Area; and <br />
