Monthly payments not exceeding 90 percent of the total fee prior to completion and <br />circulation of the Draft MND or Draft Addendum; <br /> <br />D. Monthly payments not exceeding 95 percent of the total fee prior to completion and <br />delivery of the MND Responses to Comments Memorandum, and Mitigation Monitoring <br />Checklist; and <br /> <br />E. Monthly payments not exceeding 100 percent of the total fee prior to City adoption of the <br />MND or Addendum, or 75 days after submittal of the Responses to Comments Memo and <br />Mitigation Monitoring Checklist, whichever occurs first. <br /> <br />The cost estimates described in sections 4.1 and 4.2 above are valid for 60 days.
