__ . _ . _ _ __ <br /> _. _ _ <br /> b. ��" / <br /> REPOR <br /> T <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> September 26, 2005 <br /> Subject <br /> Amendment No. 3 to the Consultant Agreement with Harris & Associates relating to the <br /> Ralston Avenue/Marine Parkway/Route 101 Interchange Reconfiguration Project. <br /> Recommendation <br /> Approve Amendment No. 3 to the agreement with Harris & Associates for providing <br /> professional construction management services for the Ralston Avenue/Marine <br /> Parkway/Route 101 Interchange Reconfiguration Project, in an amount not to exceed <br /> $280,226.91. <br /> Background <br /> Amendment No. 3 for the agreement with Harris & Associates is necessary in order to <br /> continue to provide construction management to this construction project, which is <br /> scheduled to be completed at the end of this year. When the budget for this task was <br /> established last year, two important factors were forecasted in order to determine the <br /> budget: duration of the project, and the cooperation from the Contractor: <br /> 1. It was determined during our value engineering phase that the project could be <br /> built with 350 working days; however, it was bid with 400 working days, in order <br /> not to force the Contractor to add premiums for a tight schedule. The <br /> construction management budget was budgeted with 350 working days, because <br /> staff predicted that the Contractor would finish early. Unfortunately, factors such <br /> as unforeseen conditions and design changes are forcing the construction to <br /> take the 400 days of allotted time. <br /> 2. The Contractor is also working in such a way that more resources are needed to <br /> manage the project. <br /> This creates the need for additional authorization for the construction management <br /> budget that is being requested. <br /> In February 2003, the City Council approved and authorized the execution of an <br /> agreement with Harris and Associates for providing professional construction <br /> management services for the Ralston Avenue/Marine Parkway/Route 101 Interchange <br /> Reconfiguration Project in the total amount of $1.5 million. These total fees were <br /> separated into three phases: pre-bid/value engineering, pre-construction services, and <br /> construction management/contract administration. Since the fees for this agreement <br /> are IargE, they were released in three stages according to the tasks. Therefore, two <br /> previous amendments were issued. The reason for the sequential release of the fees is <br /> based on budget management. <br /> Page 1 of 2 <br />
