�� / <br /> REPOR T <br /> To the Honorable Mayor and City Council <br /> And the Redevelopment Agency Board <br /> From the Ci Mana er and the Executive Director <br /> September 26, 2005 <br /> Subject <br /> Approval of Construction and Reimbursement Agreement, and Contract Documents for the <br /> Downtown Retail-Cinema Streetscape Improvements. <br /> Recommendation <br /> 1. Approve a Construction and Reimbursement Agreement with On Broadway Redwood <br /> City, LLC, in which BHV Innisfree Ventures I, LLC (developers of the Downtown <br /> Retail-Cinema project) and Buchanan Urban Investors, LLC are the sole members, <br /> for construction of streetscape improvements around the Downtown Retail-Cinema <br /> Project, including the Courthouse block of Broadway, and authorize the City Manager <br /> and the Redevelopment Agency Executive Director to execute same. (See attached.) <br /> 2. Adopt the resolution amending the Redevelopment Budget and appropriating <br /> $600,000 from the "Working Capital Fund Balance" and $800,000 from the "Private <br /> Incentive Project" to provide the necessary funding required for the Streetscape <br /> Project. <br /> 3. Approve the Contract Documents entitled "Cinema Streetscape Improvement Plans <br /> for Improving the Downtown Streetscape," which includes the design for the <br /> "Hanover" pavers on the Theatre Way portion of Middlefield Road. (A copy of the <br /> Plans and Specifications are available for review in the Community Development <br /> Services Department/Engineering and Construction offices.) <br /> Background <br /> In January 2003, the City Council and Redevelopment Agency (RDA) entered into an <br /> Amended and Restated Disposition and Development Agreement (DDA) with BHV <br /> Innisfree Ventures I, LLC for development of a proposed Downtown Retail-Cinema Project. <br /> The Retail-Cinema site is located on the 2100 block of Broadway and is bounded by <br /> Broadway, Jefferson Avenue, and Middlefield Road. <br /> The Project includes a two-level underground public parking garage located directly <br /> beneath the retail-cinema building, and projecting under a portion of Middlefield Road. The <br /> ground floor of the Project will include retail stores and restaurants and the second floor will <br /> contain the cinema multiplex. <br /> Page 1 of 5 <br /> _ _ _ . _ _ __ <br />
