��— � <br /> Because the Project is structurally integrated, the City/RDA entered into a construction and <br /> reimbursement agreement with BHV Innisfree Ventures for construction of the <br /> underground public parking garage in October 2003. That construction will be completed <br /> by the end of 2005. The developer's portion of the project, the core and shell of the retail <br /> cinema building, will also be complete by the end of the year. The next steps in the <br /> process are to complete the streetscape improvements around the project (City/RDA) and <br /> the tenant improvements (developer). <br /> The City/RDA contracted with Freedman Tung & Bottomley Urban Design (FTB) to prepare <br /> the concept design and construction documents for the streetscape project. A number of <br /> study sessions with the City Council, Planning Commission and Architectural Review <br /> Committee (ARC) were held to develop the concepts and to select a preferred concept <br /> plan. A budget of $3.5M was established for the streetscape based on this preliminary <br /> work, which included $2.2M as the City/RDA portion and $1.3M as the developer's fixed <br /> contribution. <br /> The proposed streetscape improvements around the project consist of the following: <br /> 1. Jefferson Avenue and Middlefield Road (south) — new curb, gutter, sidewalks and <br /> street resurfacing. Jefferson Avenue to be restriped to reflect new "road dieY' <br /> configuration between Middlefield Road and Marshall Street, which will include a <br /> lighted mid-block pedestrian crosswalk. <br /> 2. Middlefield Road (west) aka Theatre Wav — complete reconstruction of the street <br /> from building face to building face with new dining terrace, sidewalks, one <br /> vehicle lane, angled parking (west side only) to be constructed with decorative <br /> pavers. Other features include Palm trees, decorative planters, and an entry <br /> monument bowl, along with specially designed street furniture and light fixtures. <br /> 3. Broadway between Jefferson Avenue and Middlefield Road — complete <br /> reconstruction of the street from building face to building face to include a new <br /> median strip with Palm trees, a protected drop-off zone on south side of street, Pear <br /> trees on both sides, and special lighting and street furniture. Broadway/Jefferson <br /> Avenue intersection to be completely reconstructed. <br /> 4. Broadwav between Middlefield Road and Hamilton Street—complete reconstruction <br /> of the street from Fox Theatre building to face of curb on north side, including <br /> lighted mid pedestrian crosswalk. New landscaping to include Palm trees and <br /> Cherry trees on Fox side of the block. Other amenities include special street <br /> furniture. Completion of north side sidewalk (from edge of street) to be perFormed <br /> in conjunction with Courthouse Square improvements. Broadway/Middlefield Road <br /> and Broadway/Hamilton Street intersections to be completely reconstructed. <br /> Once the preferred design was selected, the construction documents were prepared. <br /> When the plans were 75% complete, the general contractor for the Project (Wentz) <br /> prepared an estimate based on the 75% design documents in order to check costs against <br /> the budget. The estimate of $7.1 M came in significantly over the budget of $3.5M (both <br /> City/RDA and developer funds). <br /> Page 2 of 5 <br /> _ _ . _ __ . . <br />
