Recommendation: <br />M/S Foust/Bain to adopt the recommendation of the City Council ad hoc task <br />force on gangs, composed of Mayor Ira and Council Member Hartnett to allocate <br />funds to hire two (2) Police Officer positions and no more than $200,000.00 for <br />Police Officer overtime for gang suppression operations. The motion passed by <br />a unanimous voice vote. (203) MINUTE ORDER 05 -189 <br />B. San Mateo County Environmental/Transportation Pilot Program Funding <br />Financial Services Director Ponty stated that he is seeking policy direction on <br />how to use the approximately $100,000. expected this fiscal year from the $4.00 <br />per registered vehicle fee levied as of July 1, 2005 in San Mateo County. The <br />purpose of the fee levied by C /CAG is to provide funding for traffic management <br />and storm water pollution management programs in the County. He further <br />explained the parameters for utilizing the funds: <br />Council made comments and asked various questions. Consideration to apply <br />future funds toward shuttles and street sweeping was mentioned; application <br />toward current programs was encouraged rather than toward new programs; and <br />support for the signage and lighting in the downtown was expressed. <br />Consideration for additional NPDES activities that go beyond the ' immediate <br />downtown areas such as for sidewalks. <br />MIS Hartnett/Howard ' to adopt the NPDES funding for making street sweeping <br />more effective and efficient; and additional signage funding recommendations. <br />Approval to apply solely to the current fiscal . year.. The motion passed by a <br />unanimous voice vote. (702) MINUTE ORDER 05 -190 <br />7. PUBLIC HEARINGS <br />'A. Building Permit Fees <br />Chief Building Official La Torra gave the report stating that the fees have not <br />changed since 1996 and that a study of the fees shows that the current fees do <br />not cover the - cost of providing current services. He reported on the fees <br />proposed to increase in the areas of plan checking, storm water protection <br />inspection, and in the general fee schedule. The Council sub - committee has also <br />approved these recommendations that represent an ' approximate " 14% increase <br />in building permit fees. The increase will not exceed the cost of providing the <br />service. The draft report has been available to the public and notice duly <br />published for the public hearing.
