Mr. Sue <br />indicated pathways could be bid for asphalt and for concrete and choose the bid which <br />fit the budget. Commissioner Guida made the motion, seconded by Mr. Knecht, to en- <br />dorse the concept of the Pmse I plans as presented by Mr. Sue. <br /> <br />AGENDA ITEM 2. <br /> <br />HETCH HETCHY DEVELOPMENT - COMMITTEE AND STAFF RECOMMENDATIONS: <br /> <br />Il1o..-11. <br /> <br />'l'I r <br /> <br />In the absence of Chairman Diane Pound, Commissioner Joanne Weintraub reviewed the <br />"Summary of Community Survey" which was distributed to Conunissioners. Mr. and Mrs. <br />R. N. Russell, 3524 Farm Hill Blvd., #3, spoke to Section III, Jefferson Avenue to <br />McGarvey, and stated for the 87 apartments, there is no place for children or youth <br />to play and they requested space on the Hetch Hetchy for this purpose. Space was <br />used previously. Other suggested uses were for model planes, football, basketball, <br />biking, playground apparatus and an area for youngsters to run in. Brian Brown, <br />3524 Farm Hill Blvd., #2, said, "We need a place to play ball". <br /> <br />Marsha Magness, Planner, was asked to give the results of Section III of the <br />Community Survey. She displayed a pictorial map showing the various activities <br />which could be installed on the Hetch Hetchy. There were 31 responses from that <br />area. Residents wanted a regular play ground, green grass and shrubs. A strong <br />minority wanted bicycle trails and tennis courts. This~udy reflects installing rough <br />type stabilizing cover with minimum irrigation. <br /> <br />Mr. Marshall Blank, 823 Piedmont Way, interested in Section II, asked where develop- <br />ment funds would come from, would local contributions be accepted, and a definition <br />of revenue sharing. Mr. Weeks replied that funds will be allocated in the capital <br />improvements program, through general fund allocation or through revenue sharing <br />program and that there will be room for help from service groups, etc. Mr. Blank <br />said, the children's needs should be balanced with the requirements of the residents <br />'of the area. <br /> <br />Residents present said they felt the Commission and staff planning was close to what <br />the residents want. Joanne Weintraub motioned, seconded by William Warren, that the <br />Commission accept this summary of the community survey and the committee recommendations <br />of land use of the right of way and that it be sent to the City Council for approval; <br />carried. Chairman Schenck encouraged Mr. Blank and Mr. and Mrs. Russell to be avail- <br />able for contact regarding the Hetch Hetchy development. <br /> <br />AGENDA ITEM 3. <br /> <br />PROPOSmCHANGE OF COMMISSION MEETING DAY:~. <br /> <br />17 <br /> <br />Conunissioner Weintraub made the motion, seconded by William Warren, to change the <br />Commission meeting day from the first to the second Wednesday of the month; carried. <br />This will give staff more time to prepare minutes and agendas. The staff will request <br />the City Attorney to prepare a resolution (the March meeting will still be the first <br />Wednesday and April, the 11th - agenda meetings will still be the last Wednesday of <br />the month). ~ <br /> <br />REPOR TS <br /> <br />1. FACILITY RULES AND REGULATIONS. Commissioner Guida reviewed the written Rules <br /> <br />. J <br /> <br />and Regulations for use of Recreation Building facilities which was distributed to <br />Commissioners. He gave the report for Diane Pound. Staff worked with theCommittee <br />for the compilation. Bill Paulson noted a change to the fee schedule, page 2, <br />Item 2 (a) and 4 (e): Custodial rates should say "current rate" and not put a figure. <br />Mr. Guida moved for adoption of the report with the one change, seconded by Joanne <br />Weintraub; carried. Mr. Weeks indicated it would be sent to the City Attorney with <br />a cover letter explaining the action of the Committee. <br /> <br />
