' ", ., ,.. <br /> <br />Staff Present: Parks and Recreation Director Max Weeks, Parks Superintendent Pasco <br />Balzarini, Recreation Superintendent Bill Paulson. <br /> <br />Also present: Doris Thompson, past Parks and Recreation Cou~ission Chairman; <br />Mrs. Phillips, Chairman, College Site Cou~ittee. <br /> <br />AGENDA ITEM 1. <br /> <br />APBOINTMENT OF COMMITTEES <br /> <br />(a) Chairman Schenck appointed Cou~issioners William Warren, Frank Guida, and Diane <br />Pound as Nominations CoDmkittee for 1973-74 officers. Warren was appointed Chairman. <br />They will report on nominations at the May meeting. <br /> <br />(b) Police Youth Club Study Committee. The con~ittee of Conunissioners James Knecht, <br />Chairman, Frank Guida and Joanne Weintraub had been appointed prior to the April <br />meeting due to the necessity of meeting prior to budget proposal deadlines. <br /> <br />The chairman reported that two meetings had been held to discuss the Police Youth <br />Club situation. These meetings were a result of a request by the Police Youth Club <br />to meet with them to discuss mutual concerns as well as problems which the Police <br />Youth Club is encountering relative to funding their program. Resultant from the <br />joint ccm~ittee meetings it was determined that the Police Youth Club should retain. <br />their identi~and continue to be responsible for their program operations. <br /> <br />It was felt, however, that if the City is to continue to subsidize the Police Youth <br />Club Program there should be a surveillance and evaluation of that program by the <br />Parks & Recreation Department in that the program is highly recreationally oriented. <br />The committee felt the Youth Club Board should continue soliciting strong coDdnunity <br />volunteer support as it relates to the preliminary objectives of the club. The <br />cOfumittee suggested that the Police Chief and the Director of Parks & Recreation <br />meet with the City Manager in order to arrive at a joint reconoendation to the City <br />Council for continued City support for the next fiscal year on. the condition that <br />the Police Youth Club program be studied and evaluated in order to determine alter- <br />natives for future support and supervision. It was felt that perhaps the City could <br />fund some administrative cost together with salary cost which would then offer the <br />opportunity for review of fiscal control and program supervision. It was requested <br />that the Director report back to the C~ìission at the May meeting relative to the <br />results of the meeting with the City Manager. <br /> <br />AGENDA ITEM 2. <br /> <br />DISCUSSION OF THE MAY FIELD TRIP <br /> <br />Chairman Schenck reported that the Mayor and City Council invited the Commission <br />to meet with them from 10:30 a.m. to 12 noon on.May 5,1973. He felt that this <br />could be worked in very well with the proposed field trip and recommended the <br />Commission meet at 9:30 a.m. and~discuss items for presentation to the Council. At <br />noon the Commission would go to lunch and approx~ately at 1:30 p.m. to 2:00 p.m. <br />would visit the Hetch-Hetchy right-of-way; 2:30 p.m. to 3:00 p.m. would visit some <br />programs and thereafter would visit the Union Cemetary. They would then return to <br />CAB for discussion finishing at 4: 30 p.m. This tentative schedule met with Coullllis- - <br />sion members' approval. <br /> <br />REPORTS <br /> <br />1. £!pita1 Improvements COfumittee - Cou~issioner Frank Guida reported a meeting <br />with the staff and their review was of an exploratory nature. They reviewed the <br />five-year plan. It was an informative session to the Cm~ittee and they will go <br />into it further. The next meeting was to be May 1 at 4:30 p.m. <br /> <br />
