211

The Minutes of the May 9,1973 regular business meeting were approved as mailed on
a motion by Commissioner Weintraub, seconded by Commissioner Pound.

As there were five citizens present representing Little League (Mr. & Mrs. Holt,
Mr. O'Malley, and two interested Little League parents), Chairman Schenck postponed
discussion of Item 1 on the Agenda to hear a presentation from Mr. John Holt, spokes-
man for the group. Mr. Holt stated that the baseball playing fields are in an unaccept-
able condition--rocks and glass are strewn allover the fields, the basketball and
teatherba11 poles are too close to the playing line (approximately five feet), the
fields are too wet, the fields are not properly lined, sprinkler heads are hazardous
as same are eight inches high, the sprinkler leaks and gets the ball wet, the fields
are muddy, the garbage cans are not being dumped, the umpires do not always show up,
the sprinklers are running some nights after 9:00 PM, etc. Of particular annoyance to
this group was Roosevelt Field.

Mr. Holt contended that many parents agree with him and that he had in his possession
a petition containing 99 signatures of interested persons protesting the field conditions.
Mr. Holt stated that he had talked with Mr. Wooten who in turn informed him that field
layout was a school responsibility. Mr. Holt had then complained to Mr. Balzarini about
the pitching rubber which, Mr. Holt contended, was fixed after the complaint but was
fixed incorrectly. Mr. Holt indicated he would request the school district to improve
conditions.

Mr. Hold then displayed a drawing which they felt would better improve Roosevelt Field.
The complaint there was that the field was not well placed and that the sun was getting
into the children's eyes. They also stated that little trees had been planted there which
are being stepped on and crushed. Mr. Holt indicated they hoped corrective steps would
be taken ~ediate1y. (Mr. Schenck requested a copy of the petition.)

Mr. Weeks then spoke to the group and stated that the Parks & Recreation Department
has not yet taken over maintenance and that it was the school's responsibility to
redesign their playing fields, but he suggested that the Parks & Recreation Department
sit down with the school and go over any sche~atics that were introduced. With regard
to the sprinkler heads, the Parks & Recreation Department will sit down with the school
district and determine the problems and schedules and then see what they might do to
correct the problem. The school district handles the watering. Regarding umpires, it
was pointed out that the Parks & Recreation Department trains and pays their salaries
but it is the League's responsibility to make sure they show up for the games and insure
schedules are followed. Mr. Weeks suggested the group contact Mr. Jerry Missman
(Redwood City Elementary School District) before going to the Board of Education.

Chairman Schenck asked to be kept abreast of the problem and Mr. Weeks requested Mr. Holt's
telephone number so that he could contact him and set up a meeting date within the next
week or two. Mr. Weeks stated that the watering schedule would be checked with the
School District as well as the trash/garbage pickup.

It was suggested that mats be acquired to cover the poles to protect the children.

Mr. ,O'Malley complained of the holes in the Kiwanis field at at Mitchell field. Also,
glass and rocks. Commissioner Guida indicated that he had these items on his Round
Table agenda and would cover them then.

ITEM 1.

REVIEW AND REORGANIZATION OF COMMITTEE STRUCTURE

Chairman Schenck introduced the items and gave the background. He felt the Commission
has been bouncing around from item to item and that specific golas would be extremely
helpful. These goals were researched by the staff and the Chairman and were presented
on the proposed Parks & Recreation Commission committee chart for review by ~he
Connnission.

- ..----.-- -.--.--..-- --- --..----.,--___._n. -.-._----------~...__._----------~_._-;_.._--~---------..,'"-,--::,,.,-~-:--'-: '--' J -:
